WHEREAS, the St. Paul City Council has been in the
leadership, along with other m jor cities in the United States,
in encouraging our national go ernment to promote a democratic
South Africa and denounce th system of racial segregation
known as apartheid; and
WHEREAS, on February 23, 1988, pursuant to Council File No.
86-948, the City of St. P ul became a sister community to
Lawaaikamp, South Africa to su port the residents ' efforts to (1)
remain in Lawaaikamp; (2) upg ade and develop the township; and
(3) to create a racially integ ated community; now, therefore, be
it
RESOLVED, consistent w' th the Council' s direction of
promoting democracy and a n n-violent resolution of the South
African crisis, the St. Paul City Council calls upon the United
States Congress to enact the C mprehensive Sanctions Bill - H.F.
1580 requiring:
(A) Mandatory disinvestme t
(B) Prohibition of all im orts from and exports to South
Africa with the e ception of strategic materials
essential for the conomy or defense of the United
States not available rom alternative reliable supplies
(C) The banning of all lo ns, extensions of credit and short
term financing
(D) Denial of U.S. feder 1 oil, coal, and natural gas leases
or permits to compani s that invest in South Africa or
export petroleum prod cts to South Africa
