9 BE IT ENACTED BY THE LEGISLA URE OF THE STATE OF MINNESOTA:
10 Section 1. [CONVEYANCE OF STATE LAND TO CITY OF MOUNDS
11 VIEW. J
12 Notwithstandin Minnes ta Statutes, sections 92 .01 to
13 92.16, 92. 45, or an other aw, the commissioner of
14 trans ortation shall conve the land described in this section
15 to the city of Mounds View.
16 The conve ance shall b b uitclaim deed without
17 consideration in a form a roved b the attorne eneral . The
18 deed must contain a rovis'on that re uires the ro ert to
19 revert to the state if the ro ert is not used b the cit of
20 Mounds View for a ublic r ose.
21 The land to be conve d is located in Ramse count
22 consistin of a roximate 54. 91 acres described as:
23 South half of the No theast uarter of Section 5, Townshi
24 30 , Ran e 23, exce t n the ortion used for a road
25 right-of-way.

1 transportation for construction of a new portion of trunk
2 hiqhway No. 10 west of Interstate Highway 35W. The ro erty is
3 mostly wetland and floodplain and is not needed for hi hway
4 purposes and is located within a conservancy, recreation, and
5 protection district to implement the city' s stormwater and
6 conservancy management plans .
7 Sec. 2. [JOINT POWERS AGREEMENT FOR THE RAMSEY COUNTY
8 COURTHOUSE AND SAINT PAUL CITY HALL. ]
9 Before Ramsey county issues any general obliqation bonds
10 pursuant to state statute for the repair , restoration, ex ansion
11 and modernization of the Saint Paul City Hall and Ramsev County
12 Courthouse, the city and count_y shall enter into joint owers
13 agreements delineating the powers and responsibilities of each
14. party respecting ( i ) the repair, restoration, expansion, and
15 modernization of the city hall and countv courthouse building;
16 ( ii ) the normal repair and maintenance of the buildinq, and the
17 determination of proportionate square foot exclusive usa e of
18 the building by the county and the city; and ( iii ) the transfer
19 of ownership or reversionary interests in Lake Owasso residence,
20 the Ramsey county workhouse, Boys Totem Town, Woodview Detention
21 Center, and St . Paul Ramsey Medical Center and any other
22 property the city and count_y agree upon.
23 Sec. 3. [ASSUMPTION OF DEBT. ]
24 Ramsey county is authorized to assume all remaining debt
25 service on bonds issued by the city of St . Paul for construction
26 of St . Paul-Ramsey Medical Center under Laws 1957, chapter 938,
27 section 6. The obligation authorized to be assumed under this
28 section is not subject to election requirements nor to the debt
29 or tax levy limitations applicable to the county and shall not
30 be considered in calculating amounts subject to any other debt
31 or tax levy limitations. Any levies by the countv for debt
32 servicing payment for the retirement of these bonds shall be
33 exempt from all tax lev_y limitations a licable to the county.
34 Sec. 4. �EFFECTIVE DATE. ]
35 Sections 2 and 3 of this act are effective the day after
36 filing of certificates of local approval by the governinq body
