That the Saint Paul Polic and City Park Rangers in- crease their patrols aro� d the City's parks, with special attention toward pprehending those persons engaging in illegal dumpi g; 2. That the City's Parks and ecreation Division should ensure that all parks within the ity are visibly posted with the City's "no dumping" ordina ces and penalties for violations of such ordinances; 4. That the City's Parks and ecreation Division is requested to examine all City parks o determine if there are means available to prevent vehic es from leaving the designated vehicle areas and entering the park to illegally dump garbage; 5. That Ramsey County Distric Court Judges are hereby urged to consider issuing a mand tory minimum sentence of 2 days in jail or 100 hours of c unity service involving park cleanup and maintenance to those persons found to be in violation of the City's "n dumping" ordinances, as a means of sending a strong messag of deterence to those persons who might otherwise iliega ly in the City's or County's parks. I have had a conversation ith rlar,v Ann Hecht of Bob Long' s office after playing telep one tag for se�eral days . As Mary Ann and I discussed, e will be using the opportunit,v of the amendment to provide a ditional information to the City Council on our Park Watch rogram. Therefore , in anticipation of the Committee meeting t discuss funding for the Park Watch Progra�, your staff should also be ready to share with .the Gity Council a more detailed pl n of action as it relates to dumping and vandalism in our City arks system.
