iVot too much has changed since my revious memo of April 6, attached.
Goswitz has proposed lifting the m ratorium on heliports which is currently
in effect until tne end of Oc�ober. The P9et Council has commenced its
stduy (at a cost of some $50,000 a d being done in part for St Paul and a couple
other municipalities who have thi issue) . They won't have much info for us
until later this summer.
I still thihk we should continue ith the moratorium and the study. If the
moratorium is lifted, a ehliport s permitted as a special use in an I1 zone.
We would have to decide whether t recorrnnend approval and if so, what conditions
to place on it. We would try our best to deal with this but I am sure the
neighborhood will cry foul play a out the process and the Condor group stand
to lose their chance that way. I we go through the study process, we may
all learn something and alleviate fears, decide good conditions, etc. I know
our time line doesn't fit the dev loper's but that is usually the case.
I need to know what position you ant staff to take on the proposal to lift the
moratorium. I don't know if the eveloper (and Spannus) have the votes on the
Council or not. ( You previousl agreed with my recommendation of April 6 to
continue with the study. )

INTRODUCTION
The purpose of this memo is to advis you of a proposal for a private heliport
in the Midway, how it relates to the City's current moratorium on such uses,
and my recommendation for proceeding.
BACKGROUND
As you know, the City Council placed a one-year moratorium on permits for new
helipads and heliports last October, in order to allow the Planning Commission
time to conduct a study of possible endments to the zoning ordinance.
At the same time, the Metropolitan C uncil initiated a regional heliport plan.
We are timing our zoning study to ca italize on the findings of the Met
Council's study. Nancy Frick of my taff is participating in the heliport
plan advisory committee, to assure t at the study provides information useful
to the local regulatory level.
The Met Council study will provide i formation on existing and projected
helicopter activity in the region, t e adequacy of existing landing
facilities, possible locations for n w heliports, environmental and safety
issues surrounding the siting of hel ports, and design guidelines for the
facilities.
While the emphasis of the Met Counci study is on heliports for public use,
most of the items in the study shoul be invaluable to the design of sound
local zoning controls for heliports f any kind. In fact, the development of
model local zoning ordinance provisi ns is an element of the study's scope of
work.
The Met Council has hired a consulta t for this study, and work will commence
this month. Study products of use t the City should be available this
summer.

CURRENT ISSIIE
Condor Corporation is proposing a p ivate heliport at the existing Dart
Transfer site at Cleveland and Univ rsity. Jame Riley and Michael Thompson
are the principals in Condor; they are being represented by Warren Spannaus
and Tom Hay of Dorsey � Whitney, y have discussed this proposal with Gene
Kraut, as well as with me and my st ff. I understand that they are meeting
with Councilmember Sonnen this week.
They are proposing this parcel as t storage, maintenance and dispatch site
for Lifelink, an emergency medical licopter service which now serves Abbott
Northwestern, University and Ramsey ospitals. This site is zoned I-1.
Heliports are permitted in I-1 dist cts subject to special conditions as
approved by the Planning Commission, and appealable to the City Council.
The developers are aware of the mor orium but are interested in proceeding
without delay under the current pro sions of the zoning ordinance. As I
noted, we had intended to proceed wi h the assessment of our zoning
regulations as the information bec available from the Met Council study.
We do not know at this time whether he zoning study will ultimately recommend
allowing heliports in I-1 zones, or, if so, under what conditions. We would
have to do enough of an analysis to ake that decision, before the results of
the Met Council's consultant work ar known, in order to accommodate Condor's
proposal in the time frame desired b the developers. This analysis would
likely be specific to the site propo ed, and would shed less light than a more
complete study on the overall adequa y of our zoning controls on heliports.
Also, the City Council would have to determine that such a site specific
review constitutes the zoning study o which the moratorium is tied or would
have to otherwise end the moratorium prior to its natural termination. The
zoning staff would not process any p rmit for a heliport until termination of
the moratorium is initiated.
CONCLUSION
I feel that the overall questions ab ut regulation of helipads and heliports
in our zoning ordinance deserve more complete analysis than would be possible
in relation to this immediate propos 1.
Furthermore I believe it is wise use of staff resources to continue with our
original schedule, which will make u e of the Met Council regional heliport
study. We need to have the type of nformation to be included in that study.
Hiring our own consultant to develop similar information would be slower and
redundant.
I recommend no acceleration of our z ning study or termination of existing
moratorium, to accommodate the Condo proposal.
