OPERATION "COPS" (Crackdown on 0 scenity, Pornography, and Sex Shops)
WHEREAS, the Saint Paui Ci y Council has spent more than a year
investigating the numerous ne ative impacts which pornography and
adult-use entertainment establi hments have on surrounding neighbor-
hoods; and
WHEREAS, the City Councii , in conjunction with the Planning
Commission, has now develop d a new, comprehensive adult-use
entertainment ordinance to more ffectively regulate where such aduit-
�se entertaiment establishments y locate within the City; and
WHEREAS, during the City Council 's deliberations on the new
proposed aduit-use entertaimm �t zoning ordinance, hundreds of
citizens have expresssed their o inions to the City Council regarding
their concerns that such porn graphy and adult-use entertainment
establishments have serious impacts on surrounding residential
neighborhoods and have further equested that the City of Saint Paul
do all that legally can be done to regulate these types of aduit-use
activitites and to stringently nforce obscenity laws to protect the
community from patently offensiv sexual conduct which may be depicted
or performed within such establi hments; and
WHEREAS, more aggressive enforcement of obscenity laws and
tighter licensing requirements for adult-use entertainment are two
other rneans, in addition to zoni g regulations, which can be used to
better protect residents from ob cenity withi� the City of Saint Paul ;
and
WHEREAS, the State of Minn sota has enacted a new obscenity law
which clearly defines the types of obscenity which can be prosecuted
under State law; and

WHEREAS, this new Minnesot obscenity law goes into effect June
I , 1988; therefore, be it
RESOLVED, That the City C uncil hereby requests the Saint Paul
Police Department to conduct inves ' ati s at ali of the
� adult-use entertainment estabiis ments within the ity during the next
six months to determine whether hose estabiishments are in compliance
with the new Minnesota Obsceni y Law and to make any arrests when
there is probable cause to b lieve the activities within those
establishments ae in violation o the new Minnesota Obscenity Law; and

FURTHER RESOLVED, That the City Council hereby requests the City
Attorney's Office to aggressivel prosecute obscenity cases brought to
the office by the Saint Paul Pol ce Department; and be it
FINALLY RESOLVED, That ai such obscenity cases. regardless of
the disposition of such cases, b reported to the License Division and
City Attorney representing tha Division for review as to whether
alieged conduct in the obscenit case wouid provide the basis for any
adverse license action.
