WHEREAS, the financial outlook for the city requires the
Council and Administrati n to take a close look at the level
of service provided to al citizens of St. Paul ; and
WHEREAS, certain prope ties in St. Paul have a high
incidence of criminal ac ivity and demand a higher tevel of
police activity than sh uld be reasonably expected by that
class of property; and
' WHEREAS, other property o ners are providing this "extra" ac-
tivity at their own expen e and at a loss of service to their
own property and neighbor oods; and
WHEREA5, other cities h ve devised means of determining a
reasonable level of Pol ce service and related costs and
charge owners of pro lem properties for service and
enforcement beyond a basi level ; now, therefore. be it
RESOLVED, that the City C uncil hereby requests the St. Paul
Police Department and the Mayor's Office to undertake a study
of Police services prov ded to property owners and actual
costs of those services determine a reasonable level of
service and protection f r various property classifications
and locations, determin "additional " service beyond what a
property owner might reas nably expect and determine possible
methods to charge benefit ing property owners for this addi-
tional service; and be i further
RESOLVED. that the Police Departrnent with assistance from the
Mayor's office and City A torney, will complete its study and
report back to the Cit Council within 90 days of final
approval of this resoluti n.
