Due August , 1988. � � h � w . . � . , �o` '��/ ♦ • �� A REEMENT THIS AGREEMENT, made and ente ed into this �� day of , 1988 by and between the CITY OF SAINT P UL, a municipal corporation of the State of Minnesota (hereinafter referred to as "City"), and HIGHLAND BUSINESS ASSOCIATION, (hereinafter referred to as "Association"). wF{EREAS, on January 6, 1987 th St. Paul City Council est�blished a Community Festival Lo n Fund and Grant Program, administered by the Division of Parks and Recreation, for the purpose of assisting neighborhoo festivals with expenses, startup costs and insurance coverage; an WHEREAS, the St. Paul City Coun il has approved rules and regulations to ensure the fair and eq itable d�istribution of the funds; and WHEREAS, the Association has ap lied for a grant in accordance with these rules and regulations. NOW THEREFORE, the parties agree as follows: 1. That the City shall grant t the Association the sum of two thousand dollars ($2,000.00) for the purpose of helping to fund the Highland Fest to be celebrated on Au st 12, 13, 14, 1988 as more particularly outlined in the Association`s application attached hereto as Exhibit A and made a part of this Agreement. 2. That the Association will pr pare and submit to the City a report outlining all expenses and r venues derived fram the Festival and specifically detailing how th grant money was spent within 90 days after the completion of the f stival noted above. In addition to the application form, plea find various other materials relating to the Highland Business Association and Highl nd Fest. This year's Highland Fest will be the fifth annual event, growing every year si ce it was called the Highland Art Fair. As the material indicates, Highland Fest is three-day event (August 12, 13 and 14, 1988), �vith a considerable array of arts and ent rtainment. We strive to provide quality acts and displays in order to promote the attri utes of our residential and business community. �Ve have always intended for the sponsors ip, food booth, and artist income to more th�zn support our expense level. However, the osts of insurance, licenses, maintenance, and various rental equipment have exceeded o r best efforts.
