Before the project w s completed, $275,000 was transferred from the Como Avenue project to the Ford Pa kway project. It was believed there were enough funds to complete the Como project. During the Como Avenue construction, some additional costs were encountered w ich now requires a transfer of$73,082.32 MSA funds back to the project. These co s include lowering a water main, and traffic signal replacement which were not originall anticipated. Other construction which is not eligib e for MSA funding was also added to the project after the budget appropriation. One lock of street paving, Capital Heights from Como to Water Street, was added to provid for a continuously paved route all the way to Jackson Street. At that time, the Cit began its Sewer Separation Program so storm sewers had to be constucted which d not been funded. There was also $82,000 of PIA fund allociated in the 1985 budget for the Como project which never found its way to he project. This budget amendment will also take care of that. The projects where the funding is co ing from have all been completed and the funding is no longer needed. The bu get is based on estimates made before the projects are even designed. Cost ch nges from the estimate are due to many variables and unknowns at the time n estimate is made. Some project costs will be higher than estimated and some will e lower. The fund balances on those projects where the costs are lower than estim ted are transferred to those projects where the costs are higher than estimated.
