Councii Rile # � Green Sheet # �9�� rresentea CI'fY RESOLUTiON SAfNT PAU��INMESOTA ty Referred To Committee Date 1 2 RESOLUTION IN SUPPORT OF THE COMMUNTTY REINVESTMENT ACT 3 WHEREAS, the CommunityReinvestmentActhas successfullychanneled billions of dollazs of loans into 4 communities traditionally deprived of them, and S'WHEREAS, many of our residents and many of our neighborhoods in Saint Paul continue to have 6 significant unmet credit needs, and 7 WHEREAS, redlining is an essential cause of urban decay, and 8 WHEREAS, without access to needed credit, families cannotbuy homes, and would-be employers cannot 9 open or expand businesses, and 10 WHEREAS, when individuals are denied mortgages that would enable them to purchase homes, they are i l also denied equity that could fund later investments in further education, needed transportation ar small 12 enterprises, and 13 WHEREAS, community involvement has been essential to the effective enforcement of the Community 14 Reinvestment Act, therefore be it 15 RESOLVED, that the Council of the City of Saint Paul will go on record in support of a strong, effective 16 enforcement of the Community Reinvestment Act, and be it further 17 RESOLVED, that the Council of the City of Saint Paul is opposed to any changes that would weaken the 18 Community Reinvestment Act, and be it further 19 RESOLVED,thattheCounciloftheCityofSaintPaulurgestheStateCongressionalDelegationtooppose 20 any such changes, and be it further 1 �� Z\3 1 RESOLVED, that the Council of the City of Saint Paul instructs ciry lobbying staff to make the 2 preservarion of the Communiry Reinvestment Act a high legislative priority.
