Develop and adopt a comprehen ive housing plan for the city (Council- member Tom Dimond) . 2. Develop a long-range plan for ongoing "re-creation" of the city, in- cluding provisions for leisur and recreation, child care and well-being, and literacy (Cou cilmember Janice Rettman) . 3. Develop and implement a plan for neighborhood empowerment (Council- member Kiki Sonnen) . 4. Provide leadership aimed at ommunity-wide cooperation in developing a city economic development olicy (Councilmember Bill Wilson) . 5. Review budget priorities wit the goal of making Saint Paul less dependent on local property axes (Councilmember Bob Long) . 6. Continue the city's 20-year ewer separation and street reconstruction program (Councilmember Roger Goswitz) . now, therefore, be it RESOLVED, that the City Council dopts the above goals and commits special efforts, in cooperation with city adm nistration, to the accomplishment of these goals in 1988.
