Summary of Engin ering Rec;ommendations
Report Prepa ed - March 9, 1988
Public Heari g - May 17, 1988
PRQIECT
Improve MARYLAND AVENUE by overl ying that portion from Western to
Abell; milling, leveling and overlaying th t portion from Abell to
Interstate 35E and constructing curb an gutter and sidewalk in the
easterly 1,200' of the project (City Proje t No. 88-P-1039); and
constructing an ornamental lighting syst m from Western to Interstate
35E (City Project No. 88-V-0810); and r pair westbound Bridge #62526
(located 600' East of Jackson) over Burli gton Northern railroad tracks
(City Project No. 88-B-1150).
INITIATING ACTION
This project was initiated by the Pubtic orks Department.
EXISTING CONDITIONS
Maryland Avenue from Western to Abell i a 40' wide concrete street
which was constructed in 1955. Panel s lements and utility cuts have
contributed to a rough riding quality along with open joints that need
continual maintenance. Maryland Avenu from Abell to Interstate 35E is a
divided bituminous roadway which was c nstructed in 1971 . Temporary
bituminous walk and curb was constructe on the easterly 1 ,200' of the
project due to poor soil conditions. The c rbing and walks on the
remainder of the bituminous paved roadw y are concrete and in good
condition. The existing bituminous pave ent has settled at the bridge
approaches and the surface is in poor con ition. The existing lightinq
system is on wood poles. The existing str ctural concrete on the
westbound bridge is starting to delaminat . Existing expansion joints are
leaking which cause rusting of structural s eel members and bearing
devices.
PROPOSEDIMPROVEMENTS
A bituminous overlay is proposed from estern to Abell. The roadway
from Abell to the freeway will be mifled a d the temporary bituminous
walk and curbing will be replaced with c ncrete walk and curbing. The
settlement at the bridge approaches will e filled and a new surface will
be constructed. The bridge repair will co sist of repair of the existing
deck, installation of waterproof expansio devices, and construction of a
concrete overlay on the entire deck. An rnamental roadway lighting
system will be constructed.
ALTERNATES
The only alternate at this level of funding would be to do nothing.
POSITIVE BENEFITS
The riding quality of this bus route will be improved while maintenance
will be reduced. New and improved light ng will improve the uniformity of
the lighting and improve safety on the ro dway. The bridge repair will
prevent further deterioration of the bridg deck and will eliminate the
need for deck replacement in the near fu ure.
ADVERSE EFFECTS
There will be disruption to the traffic flow uring construction. Traffic
will be restricted to one lane each way fo the bridge repair. Westbound
traffic will be detoured onto the eastboun bridge. The paving work may
cause some disruption.
SPECIAL CONSIDERATIONS
Construction will have to be coordinated ith the Jackson/Magnolia CSSP
Project which includes a crossing at Ma land which is scheduled for the
1988 construction season.
ESTIMATES
Roadway Improvements $230,000.00
Ornamental Lighting 72,000.00
Bridge Repair 140,000.00
Engineering and Inspection 86.000.00
TOTAL $528,000.00
FINANCING
County Aid $360,000.00
MSARB 168.000.00
TOTAL $528,000.00
TIME SCHEDULE
Construction should begin in August wit completion in the latter part of
October.
