Summary of En ineering Recommendations

Improve LEXINGTON PARKWAY fr m Jessamine Avenue to Montana Avenue
by constructing concrete curb, gradi g and paving or overlaying with
bituminous material, reconstructing drainage system, constructing a
signal system and an ornamental lig ting system, repairing existing
bridge and doing all other work nec sary to complete said improvements.
EXISTING CONDITIONS
Lexington Parkway from Horton Ave ue to Larpenteur Avenue was
constructed with concrete base in th 1920's. Lexington from Jessamine
Avenue to Horton Avenue was wide ed and overlayed in 1961 . While the
base on this section is still sound, th bituminous surface has become
quite rough. Lexington from East C mo Lake Drive to Montana Avenue was
overlayed in 1972.
The concrete base on most of the p vement between Horton Avenue and
Montana Avenue has deteriorated a d will have to be replaced.
The width of the roadway from Jess mine Avenue to Horton Avenue is 56',
and from Horton Avenue to Montan Avenue is 32'.
PROPOSEDIMPROVEMENTS `
Lexington Parkway from Jessamine venue to Horton Avenue will be
narrowed from a 56' width to a 46' w dth, and allowances made for turn
lanes at Como Avenue and at Horto Avenue. The bituminous surface will
be removed and a new bituminous s rface placed on the concrete base.
Lexington from Horton to the Schiff an Fountain, the existing pavement
will be completely removed and a n bituminous pavement will be
constructed with a concrete curb an gutter. The alignment will shift
only slightly.

Lexington Parkway from the Schiff an Fountain to the Como Park Golf
Course lagoon is proposed for a ne alignment. The old pavement and
parking lots will be removed and a ew parking lot constructed and a new
offset ring road constructed around he Fountain. The new alignment will
be located West of Sterk Road. Thi will conform to the Como Park
"Master Plan".
From the Golf Course lagoon to Mo tana Avenue, the pavement will be
completely removed and a new bitu inous pavement with concrete curb
and gutter will be constructed. This will follow the existing alignment.
All the new pavement form Horton venue to Montana Avenue will be 32'
wide except in areas of turn lanes.
A new signal system will be install at Como Avenue and at Horton
Avenue, and a new street lighting s stem will be installed for the full
length of the proposed project.
INFORMATIONAL MEETINGS
There were numerous meetings wit residents on the East side of
Lexington between Jessamine Aven e and Horton Avenue. These were held
at the North End Multi Service Cent r and at the proposed construction
site.
The proposed configuration betwee Jessamine and Horton is a result of
these meetings.
The four residents abutting this impr vement in the vicinity of Montana
Avenue were invited to a meeting to discuss the proposed improvements
abutting their property.
TRAFFIC CONSIDERATIONS
The portion between Jessamine Av nue and Horton Avenue will be
constructed under traffic and there ill be some inconvenience to drivers.
At Horton Avenue and Hoyt Avenue II thru traffic will be detoured to
either Hamline Avenue or Victoria A enue. Local access will be
maintained to the Pavillion and the olf Course by staging construction.
Existing pedestrian paths in the par will be kept open.

TIME SCHEDULE
This project could begin in the sum er of 1988 and be substantially
completed and open to traffic by fre ze up this fall. Some completion
work will have to be carried over to 989.
