gun makers intentionally oversupply dealers in the South, wi the lmowledge that the excess guns will be
sold in states that have strong gun laws, such as Minnesota• and
WHEREAS, the City of Minneapolis is investigating possibility of filing a liability lawsuit holding gun
manufacturers responsible for gun-related violence;
WHEREAS, the City of Saint Paul should conside filing suit as it is also deeply afFected by gun violence in
the same manner as the cities already filing suit; ow therefore be it
RESOLVED, that the Saint Paul City Coun ' requests 1) that the Saint Paul Police Departrnent investigate
the practices, operations and products of manufachuers and dealers to determine whether such practices
have any correlafion to violence involvin guns in the City of Saint Paul; and 2) that the Saint Paul City
Attorney explore the legal theories on w ich gun manufacturers and dealers might be held civilly liable for
injuries and damages resulting from use of guns, the bases on which such suits have been brought in other
cities, and whether the City would b at risk for awazds of attomeys fees and costs if it were not to prevail in
a civil action brought to seek dam es; and 3) that both the Police Department and City Attorney report their
findings to the City Council on ril 14, 1999.
