The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the Ci y Charter; and
WHEREAS, The Council has heard all person , objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, th refore, be it
RESOLVED, That the Council of the City f Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby d rected and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the co pletion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shail report the sa e to the City Council in accordance with Chapter 14 of the City Charter.

A public hearing was held for each o the above-standard lightinq systems. In each
�ase, after hearing from the various neighborhood district councils, business assoc
�ations, property owners and staff, he Council approved both the construction of
these systems and their operation by the City on an assessment basis. It is
�equired that a public hearing be he d each year for both the estimated ogerating
-�osts and then the actual operating osts.

This has become an annual budget pro edure. The assessment palicy originated�to
allow the direct benefitting parties to pay for the additional operatinq costs and
provide for uniform maintenance of t systems. .
