A Resolution ending the 1988 budget
to provide for a Consultant on the
Neighborhood powerment Plan
WI�REAS, the City Council held retreat on Feb. 26, 1988, to develop its
goals and workplan for 1988;
WHEREAS, one of those goals is o implement a plan for neighborhood
empowerment, and this goal has een assigned by the Council President
to the Rules � Policy Committe ; and
WI�REAS, as of April 19, 1988, the Council has available to it $75,419
for CoLmcil personnel from the $3.8 million in the Specified Contingent
Reserve (see Attachment #1) ; d
WHEREA.S, it has been determine that additional resources are needed to
develop a Neighborhood Empowe ent Plan by the engagement of a consultant
through a request for proposal (see Attachment #2) ; and
WHEREA.S, the Mayor, pursuant t Section 10.07.4 of the City Charter
recommends the following trans ers for the 1988 General Fund budget:

INTRODUCTION
The City Council of St. Paul de�tified six goals for its 1988 work
program. One of the goals was to implement a plan for neighborhood
empowerment with some means of ecognizing the integrity of 100 to 150
small �eighborhoods in the city. The Rules and Policy Committee of the
Council was assigned the respo sibility of following through o� the
neighborhood empowerment goai .
The Citv Council determined a con ultant contract is required to enable it
to handle the details, logistics nd staff work required to accomplish the
goal . Specific work products from these consultant services ldescribed in
further detail under scope of work below) will include:
-A written plan with specific recort�r►endations for essential components
of neiahborhood empowerment e.g. leadership development training,
r►eighborhood development, de cratic citizen participation. incentive
contract partir_ipation? .
-A written "Neiqhborhood Constitution" and a pian for its
ratification.
-A final written report summ rizing both the process and products of
the project.
BACKGRDUND
One of Saint Paul 's strengths an uniquenesses is its varied and easily-
identified neighborhoods. The C ty Council 's neighborhood empowerment
project is the most recent of a 1 ng series of efforts to preserve Saint
Paul nciahborhoods and to invol e neighborhood representatives i� city
decisionmaking.
Some neighborhoods have had active neighborhood organizations for the last
25 years or longer. In 1974, the city set up a neighborhood-based citizen
particicipation system, which ecognized or established neighborhood
organizations throughout the city. Each of the 17 district councils receive
an annual grant to enable them to rganize the neighborhood, to maintain a
communication system within the eighborhood. and to carry out various
planninq activities and other neip borhood proiects. Many district councils
have also obtained funds �rom othe sources to suoport expanded ac�ivities.
ln 1979 the city established n Carly Notification 5ystem lENS) to
ensure that neiahborhood peoole ave adequate opportunity to review and
comment on citv prooc�sals which a fect them. ENS allows 45 days between

notification and city actian. and the ENS list includes not only district
councils but a wide range of individ�als and organizations.
Saint Paul has provided other opportunities for nei4hborhood organizations
as well . Crime watch and other block club activities have been actively
supported. In addition, neighborhood-based nonprofit development groups and
neiahborhood business associations have been encouraaed and recognized as
valuable resources. Housing, commercial rehabilitation and other
development funds have been made available to such groups through the CIB
process. the Neighborhood Partnership Program. the Urban Revitalization
Action Program. and other past and present proarams. -
In 1986 the Department of Pianning and Economic Development produced a mid-
decade demographic summary of the city ("Saint Paul Todav") and a series of
studies which recommended ways to strengthen Saint Paul and its
nei4hborhoods in the future t"Saint Paul Tomorrow") . Also in 1986 a task
force assessed the effective�ess of and potential future fundinea of the
district council system.
In 1987. Mayor Latimer began a "Better Neiqhborhoods Initiative" designed
to have citv de�artmcnts ►�ork more effectively with neiahborhoods in
rneetina neiahborhood-identified needs and priarities.

l . Schedule 10-19 special City Co��ncil/neighborhood meetings in various
neiqhborhoods throughout St. Paul . The purpose of t-hese meetings is to
learn about neighborhood empowerment and �bout the hopes and dreams
residents have for the future of their cortxnunity. Meetings may be set up
throuqh district councils, block clubs, or other �eighborhood
orcaanizations, and will be open to residents and businesses in the
neiahborhood.

arrangements, locking/unlocking the building. microphones.
blackboards, electrical outlet�, etc. )
b. Facilitate the meetings - maintain the agenda. provide for equal

local media. direct mailings to direct residents and business owners.

these meetings will be the third riday of each month. These meetings will
be used to update Councilmembers n project. activities. and to obtain their
input and comments on the project as it evoives.
3. A�tend. participate in. pre are and give presentation to, and prepare
meeting summaries for about 10-1 meetinas of the Neighborhood Empowerment
Ad Hoc Advisory Cortxnittee. This d hoc aroup will design ways and means to
enable the City Council to learn bout and define neighborhood emc�owerment.
The committee also will help desi _n specific steps to take in implementing
the neiahborhood empowerment goal .
4. Conduct other related researc as requested by the City Council Rules
and Policv Cortxnittee.
5. Prepare a plan and/or docum nts specifying a plan for leadership
development training. neighbor ood development. democratic citizen
participation, and develop a pro ess for contracts between the city and
local neighborhoods which stress negotiated incentives. This plan will
reflect the results of the ne ghborhood meetings. input from the
Neighborhood Empowerment Ad Noc Ad isorv Committee. and direction from the
City Council Rules and Policy Comm ttee. For exampie. specific steps might
include:
--A process to nec�otiate incen ives for neiQhborhoods to talce risks and
de�l with important issues or �rojects.
--A Commission on St. Paul Nei hborhoods.
-A Nei4hborhood Leadership Tr inina Center
-Rules of nrotocol for and be .ween neighborhoods and city departments.
The plan might aiso include specif c proposals. such as:
-Neighborhood lmpact Statemen s on city proiects and public financing.
-A neighborhood negotiated investment strategy to solve cortxnunity
concerns and implement new neiqhborhood futures (e.g. to dupiicate the
first Negotiated Investment s rategy that resulted in Energy Park) .
-Proposals for turnina over city improvement funds to neighborhoods.
6. Produce a "Neighborhood Cons itution" (or bill of riahts, covenant.
compact. or treaty) document th�t identifies the rights and
responsibilities of neighborhoods. This document would recognize openness
in aovernment and oromote a whol ome coexistence between the city and
neiqhborhoods.
7. Preoare and implement a pla for neighborhoods and the Council to
ratifv the constitution.

9. Cooperate with the proiect manager and suppiy information as requested
for evaluatio� of the project.
PROPUSAL RCOUCREMENTS
Any proposal submitted must include the following information. which should
be presented in the foilowing order:
1 . Anticipated work program. Proposers should describe in detail how
they propose to complete the tasks listed ab�ve.
2. Timelines and resources. Proposers must demonstrate that they can
meet the foliawing anticipated deadlines. and that they can
accommodate changes necessitated by changes in City Council schedules:
Contractor selection (approximately) : 5/15/88
Negotiations ( if anyl completed and contractor begins work: 6/1/88
Complete Council - neighborhood meetings: 1/15/89
Complete neighborhood contracts and constitution: 2/15/89
Complete consultant final report: 3/1/89
In addition. proposers must demonstrate that they have available
sufficient resour�es to carry out all tasks listed in the sc�pe of
work withir� this time schedule. In generai . the consultant must be
able to provide all essential support services (e.g. computer support;
typing, copying, mailina and other clerical support? , as weli as
� professional services. The city wili onlv be responsible for
establishing and maintaining the committees mentioned in the scope of
work.
3. A detailed budget for all costs proposed.
4. [nformation on the credentials of the firm. and identification
and qualiFicatio�s of the individuals who will perform the work o�
this project. The proposer should also include references of previous
clients or other parties who can provide information to the city on
the proposer's past experience with similar projects.
PROJECT MANAGEMENT
The consultant will report. to the City Council Research Director, Geraid
Strathman. The consultant will also work closely with the Chair of the City
Council 's Rules and Policy Comrnittee. City Councilmember Kiki Sonnen.
As pro.iect manaaer. the Council Research Director will conduct a formal
evaluation of the proiect. Evaluation wiil focus both on process and on the
qualitv and acceptance of reports and other documents. Th� consultant will
be monitored throuqhout the process: Council I:esearch will complete the
evaluation report on the entire project by 4/30/89.
