RESOLVED, that Saint P ul Rdministrative Code Chapter A-2 ,
No. 2 , be and the same here y is repealed in its entirety and
a new No. 2 substituted in lieu and in place thereof:
"Chapter A-2. Council Committees.
2. Membership.
Each council commi tee shall be composed of four
(4) members of the council , which members , including
the chair shall be amed by the president of the
council . The remai in three (3) members of the
council not appointed to a committee shall be
alternates who the chair may appoint to serve
either in the abse e of regular members of the
committee or when, in the discretion of the chair,
such service would enefit the work of the committee.
An alternate member when serving as a committee
member shall have all the powers , functions and
duties of a regular committee member, including
constituting a quor m, votin and articipatin
in the committee af airs in all respects. "
FURTHER RESOLVED, that aint Paul Administrative Code Chapter
A-2, No. 3 be and the same h reby is amended to read as follows :

council and where ermitted by law to con-
duct all public he rings required by law.
All committee agen as shall be cablecasted
according to the n tification procedures
currently establis ed for cablecasting of
agendas for city c uncil meetings. The
meetings of counci committees shall be
open to the public except for those
instances permitte by state law;. ar��

public comment as eferred by the secretary
of the council or s the committee deems
proper. Council c mmittees shall report to
the council upon a 1 ordinances or resolu-
tions referred to hem, either with or without
recommendation, un ess the president or
councilmember intr ducing such ordinance
or resolution shal withdraw it or the
president reassign it. All councilmembers
may attend any com ittee meetings. ,- a�d
