WF�REAS, the Legislative Hearing Officer recommends that license application (ID # 19980005240) for
Restaurant (B), Gambling Location (A), Entertaiument (A), Liquor On Sale (A), and Liquor On Sale - Sunday
Licenses by B& CZ Inc., DBA B& C Tavern, Bradley G. Johnson, CEO, ll78 Arcade Street, be apptoved with
the following conditions:
1. No live gang activity or gang colors on premises.
2. No lave music on premises.
3. Amplified music should not be pernutted outside the building (unless extension of service has been
approved by the neighborhood).
4. Adequate lighting shall be available in the puking lot.
5. The owner will take all reasonable steps to insure that al1 patrons leave the establishment and the
neighborhood in orderly fashion at closing time. The owner's responsibility sha11 include, but not be
limited to, barring patrons from the establishment who do not comply with this condition.
6. Pazking lot and surrounding neighborhood aze picked up of cans, bottles, and other litter associated with
the restaurant.
7. The licensed premises will be limited to the area to be used for the baz and restaurant and will not
include the northern area being walled off.
8. The applicant will not erect a see-through wall or barrier between the bar and the adjoining unit(s) of the
building.
9. There will be creation of a buffer between the parking lot and adjoining residential property and creatlon
of a banier to prevent headlight glare from the south side of the parking lot within 12 months of the
approval of the licenses.

The meeting was called to order at 11:03 a.m.
Staff Present: Kristine Schweinler, License, Inspections, Environmental Protecrion (LIEP)
James Freeman, representing the applicant, appeazed.
Kristine Schweinler reported the applicant is B& CZ Inc., DBA B& C Tavern. They aze
applying for Restaurant (B), Gambling Locafion (A), Entertainment (A), Liquor on Sale-
Sunday, and Liquor On Sale (A) Licenses at 1178 Arcade Street. There are 9 conditions
attached to these licenses.
Gerry Strathman asked has the applicant agreed to the conditions. Krisrine Schweinler
responded the conditions have not been signed.
Chau Le, 1Z24 Arcade Street, appeazed and stated he is representing Dr. Vacharee S. Peterson.
Ms. Peterson is concerned about what kind of entertainment there will be. Also, how much and
what type of liquor. Kristine Schweinler responded Condition 1 states there will be no live
music on the premises. The previous applicant may have had karoake, which is acceptable with
a Class A Entertainment License. All kinds of liquor can be sold with these licenses. Mr. Lee
stated he was concerned about how often music will be played. He asked what type of gambling
would be permitted. Ms. Schweinler responded it is lawful gambling run by a charitable
organizarion and consists of pull tabs sold from a pull tab booth in the bar, The pull tabs can be
sold whenever the bar is open.
Gerry Strathman asked about the entertainment. James Freeman responded it will be two nights
a week, and will not last past 11:00 at night. All the condi6ons have been complied with except
for the fence because the neighbor in the back does not want it. Krisrine Schweinler responded
it does not have to be a fence, but a buffer.
Kristine Schweinler stated she is concemed that she is not hearing from the applicant. Mr
Freeman responded the applicant is in another state on union business. Mr, Freeman had the
previous license. Mr. Strathman asked does the applicant agree with the conditions. Mr.
Freeman responded yes.
Gerry Suathman asked would Dr. Vacharee Peterson still object to the licensing of this business.
Chau Le responded he does not think she would have any objecfions.

the owner prior to the City Council meeting on Febniary 24. The conditions are as follows:
1. No gang acrivity or gang colors on premises.
2. No live music on premises.
3. Amplified music should not be permitted outside the building (unless extension of service
has been approved by the neighborhood).
4. Adequate lighting shall be available in the parking lot.
5. The owner wiil take all reasonable steps to insure that all patrons leave the establishment and
the neighborhood in orderly fashion at closing time. The owner's responsibility shall
include, but not be limited to, barring patrons from the establishment who do not comply
with this condition.
6. Parking lot and surrounding neighborhood aze picked up of cans, bottles, and other litter
associated with the restaurant.
