PERTINENT FACTS: 1. The Saint Paul Public Schools Board of Education has previously approved of the district's coffaboration with the city in the Minnesota City Grant Program. The focus of this grant program is for "at risk youth." 2. The City of Saint Paul has been awarded a grant by the State of Minnesota. 3. Representatives of the city, the district, Ramsey County, and other agencies, have been meeting as the "Ramsey County Truancy and Curfew Committee" to plan and coliaborate curfew and truancy prevention activities. 4. The city has requested that the district enter into a Workforce Preparation Minnesota City Grants Subgrantee Agreement. Through this agreement the district would receive $130,000 from the qrant funds to provide the services delineated above. 5. The administrator responsible for this subcontract is Paul Leverentz. 6. This item is submitted by Paul Leverentz, Principal of Bridge View School; Cy Yusten, Assistant Superintendent ot Teaching and Learning; and Lois Rockney, Acting Assistant Superintendent for Fiscai Affairs and Operations. B. RECOMMENDATION: That the Saint Paul School Board of Education authorize the Superintendent, or his designee, to enter into a Workforce Preparation Minnesota City Grants Agreement with the City of Saint Paul in the amount of $130,000. 2. ' CITY OF SAINT PAUL AGREEMENT _i p� f� I THIS AGREEMENT is made and entered into this 1�` day of July, 1998, by and between the CITY OF SAINT PAITL, a political subdivision of the State of Minnesota, hereinaftez called "CITY," and TRUANCY AND CURFEW CENTER SERVICES: ST. PAUL SCHOOL DISTRICT, hereinafter called "DISTRICT." WITNESSETH: In considerafion of the mutual terms and conditions, promises, covenants, and payments hereinafter set forth, CITY and DISTRICT aa ee as follows: Seciions 1. Scope of Services. The CITY does hereby retain DISTRICT to fiirnish pzofessional seivices and perform those tasks as outlined in this agreement. DISTRICT agrees to manage and staff a collaborative Ramsey County Truancy and Curfew Violation Center for the 1948- 99 school year for the purpose of facilitating the eazly identification and intervention of students age S to 18 who aze truant &om school. These services are to be performed as recognized and defined in the grant awarded by the State of Minnesota in beginning July 1, 1998, and terminating 3une 30, 1999. DISTIZICT will be responsible for meeting all deadlines and filing all necessary reports and evaluations associated with the grant as mandated by Minnesota Gity Grants Program. Reports must be forwazded to the CITY. DISTI2ICT will be responsible for all services outlined in the MN Ciry Grant Program, a copy of which is attached. DISTRICT shall seek pzior approval of the CITY for reimbursement for any expenses it believes it is entitled to under the MN City Grant Program. DISTRICT shall submit all receipts and invoices related to travelltraining as outlined by policy of the City of Saint Paul. Runzheimer and per diem rates will follow Federal guidelines, but under no circumstances will they exceed policy of the City of Saint Paul. Section 2. Time for Completion. The services rendered by DISTRICT shall be commenced on 7une 30, 1999. Section 3. Chanoes in Scone of Services. CITY or DISTRICT may request changes that would inczease, decrease or otherwise modify the "Scope of Services." Such changes and method of compensation must be authorized in writing in advance by the CITY. Section 4. Billins s and Pavment. That for DISTRICT's faithful performance of this Agreement, the CITY hereby agrees to pay DISTRICT an amount not to exceed $130,000 annually. DISTRICT shall submit an invoice for services rendered on the first day of each month. Upon receipt of the invoice and verification of the chazges, payment shall be made by the CITY to DISTRICT within thiriy (30) days. Section 5. Discrimination Policv. At ail tunes, DISTRTCT shall abide by Chapter 133 of the St. Paul Legislative code in any persomZel related policies. Section 6. Termination. Either pariy to this Agreement may terminate it by giving no less than 5 days written notice of the intent to terminate to the other party. In the event of termination, DISTRICT will be paid by the Ciry for all services actually, timely, and faithfully rendered up to the receipt of the notice of termination and thereafter until the date of termination. ; � � � � aq- t�y � � Secfion 7. This grant agreement may be canceled by the GRANTEE at any time, with or without cause, upon thirty (30) days written notice to the DEPARTMENT. Such written notica of cancellation must inciude proposed terms for the discontinuation of GRANTEE's services and an estimated finaf invoice for work or services performed. The DEPARTMENT may reject or accept in whole or in part GRANTEE's proposed terms for discontinuing services and GRANTEE's estimated nnal invoice, and shall notifiy GRANTEE of its decision within (5) business days of receipt of GRANTEE's canceflation notice. In the event of any cancellation under this provision, GRANTEE shall cooperate fuiiy with fhe DEPAftTMENT and heip facifitate any transition for the provision of sesvices by a difFerenf vendor. Fai{ure to cooperate with or withholding any mformation or records requested by the DEPARTMENT or a different vendor that impairs in any way the transition or the provision of services shall constitute a material breach of this grant agreement, subjecting GRANTEE to liabilify fos aN damages incurred by the DEPAFtTMENT resulting from such breach. GRANTEE agrees to permit monitoring by the DEPARTMENT io determine grant agreement performance and compliance with grant provisfons. The Secretary of Labor, the Comptroller General of the United States and the DEPARTNiENl", or a designated representative, shal{ have access to and the right to examine for audit purposes or otherwise, any books, documents, papers or records of GRANTEE. PERTINENT FACTS: 1. The Saint Paul Public Schools Board of Education has previously approved of the district's coffaboration with the city in the Minnesota City Grant Program. The focus of this grant program is for "at risk youth." 2. The City of Saint Paul has been awarded a grant by the State of Minnesota. 3. Representatives of the city, the district, Ramsey County, and other agencies, have been meeting as the "Ramsey County Truancy and Curfew Committee" to plan and coliaborate curfew and truancy prevention activities. 4. The city has requested that the district enter into a Workforce Preparation Minnesota City Grants Subgrantee Agreement. Through this agreement the district would receive $130,000 from the qrant funds to provide the services delineated above. 5. The administrator responsible for this subcontract is Paul Leverentz. 6. This item is submitted by Paul Leverentz, Principal of Bridge View School; Cy Yusten, Assistant Superintendent ot Teaching and Learning; and Lois Rockney, Acting Assistant Superintendent for Fiscai Affairs and Operations. CITY or DISTRICT may request changes that would inczease, decrease or otherwise modify the "Scope of Services." Such changes and method of compensation must be authorized in writing in advance by the CITY. Section 4. Billins s and Pavment. That for DISTRICT's faithful performance of this Agreement, the CITY hereby agrees to pay DISTRICT an amount not to exceed $130,000 annually. DISTRICT shall submit an invoice for services rendered on the first day of each month. PERTINENT FACTS: 1. The Saint Paul Public Schools Board of Education has previously approved of the district's coffaboration with the city in the Minnesota City Grant Program. The focus of this grant program is for "at risk youth." 2. The City of Saint Paul has been awarded a grant by the State of Minnesota. 3. Representatives of the city, the district, Ramsey County, and other agencies, have been meeting as the "Ramsey County Truancy and Curfew Committee" to plan and coliaborate curfew and truancy prevention activities. 4. The city has requested that the district enter into a Workforce Preparation Minnesota City Grants Subgrantee Agreement. Through this agreement the district would receive $130,000 from the qrant funds to provide the services delineated above. 5. The administrator responsible for this subcontract is Paul Leverentz. 6. This item is submitted by Paul Leverentz, Principal of Bridge View School; Cy Yusten, Assistant Superintendent ot Teaching and Learning; and Lois Rockney, Acting Assistant Superintendent for Fiscai Affairs and Operations. RECOMMENDATION: That the Saint Paul School Board of Education authorize the Superintendent, or his designee, to enter into a Workforce Preparation Minnesota City Grants Agreement with the City of Saint Paul in the amount of $130,000. 2. In the event of any cancellation under this provision, GRANTEE shall cooperate fuiiy with fhe DEPAftTMENT and heip facifitate any transition for the provision of sesvices by a difFerenf vendor. Fai{ure to cooperate with or withholding any mformation or records requested by the DEPARTMENT or a different vendor that impairs in any way the transition or the provision of services shall constitute a material breach of this grant agreement, subjecting GRANTEE to liabilify fos aN damages incurred by the DEPAFtTMENT resulting from such breach.
