If the appli ant obtains the signatures of sixty (60) percent to ninety (90) percent of such persons , the council may gr nt the license upon finding that issuance of the licen e would not interfere with the reasonable use and enjo ment of neighboring property and residences and would ot bear adversely on the health, safety, morals and eneral welfare of the com- munity. Such finds shall be based on the following considerations if the licens were to be granted: a. The effect on the sur ounding community and insti- tutions ; b. Noise and likelihood of dverse effect on residential occupants ; c . The possibility of increa ed traffic ; d. The character of the neig borhood; e. Other like uses in the ne ghborhood. If the applicant fails t obtain the signatures of sixty (60) percent of su h persons , the license shall not in any case be granted. Section 3. The amendmen to Section 411 .01 would specify that a person licensed unde Chapter 409 or Chapter 410 who wishes to provide entertainme t either on the licensed premises or adjacent to the licensed p emises must also obtain an enter- tainment license under Chapter 411 . I think that was the intent of your request. The change to Section 411 .04 would require the written consent of owners of all property wit in 200 feet of the proposed enter- tainment license .
