Improve ST. CLAIR AVENUE from Cret n Avenue to Saratoga Avenue with a
bituminous paving, concrete curb and g tters, concrete driveways and
outwalks, sodded boulevards and lante style lighting system.
EXISTING CONDITIONS
The existing roadway is constructed 40' wide except for the two blocks
between Cretin and Cleveland which is 2' wide. Storm sewer is proposed
for construction in this portion of St. Clai Avenue in 1988 as approved by
the City Council under the Randolph/Sn Iling and the Cleveland/St. Clair
Sewer Separation Projects. The existin width does not meet Municipal
State Aid standards.
PROPOSED IMPROVEMENTS
The City has obtained a variance from unicipal State Aid standards to
allow reconstruction at the existing width from Cretin to Snelling. A
variance was denied for the section fro Snelling to Saratoga. The
proposed project calls for complete reco struction of St. Clair Avenue
from Cretin to Snelling at the existing wi th as allowed by the Municipal
State Aid variance. A storm sewer will b constructed from Snelling to
Brimhall under the Randolph/Snelling C SP Project and the street patched
afterwards. A determination on the com lete repaving of St. Clair Avenue
east of Snelling will be made later this y ar to be done in 1989 in
conjunction with sewer separation proj s from Saratoga east to
Lexington.
Proposed lighting is a combination lante style with bent straw at
intersections similar to Mississippi River oulevard. Residents were
notified of a proposed assessment rate o $5.00 per assessable foot based
upon recent work on Otis. However a m re comparable project is work
done on Thomas Avenue between Snelli g and Hamline, which was
assessed at$3.00 per assessable foot.

ALTERNATES
Do nothing. Storm sewer construction iil disturb large parts of this
project leaving most of the existing det riorated curb in place. Not
repaving at this time, would result in a I ss than satisfactory finished
project with the City required at some ti e in the near future to finish
work on the curbing.
Widening at bus stops in commercial ar as was proposed by the Minnesota
Department of Transportation's State Ai Office as a compromised
settlement to allow the City to proceed ith reconstruction of the
portions east of Snelling without the un ertainty of a contested case
hearing. This widening would have bee 2' wide and would not have
removed any parking or trees. Discussi n at the District 14 Community
Council resulted in a vote against this o tion.
The CIB Committee approved bent stra lighting for this project. This is
cheaper and more efficient than the co bination lantern style lighting
system proposed. Bent straw would be different than the surrounding
area, and the District 14 Community Co ncil has voted to recommend the
combination lantern style lighting syste .
ADVERSE EFFECTS
Because of the major amount of constru tion on this major thoroughfare
and its effect on intersecting streets, co siderable neighborhood
disruption is anticipated. Every effort is ing made to minimize the
length of construction and to coordinate ith the businesses to maintain
access to the best extent possible.
POSITIVE EFFECTS
The reconstruction of St. Clair Avenue i a coordinated approach to public
improvements and will result in reduced aintenance costs and a renewed
pavement life.
TIME SCHEDULE
Construction on these projects should c mmence around the middle of May
and be completed in segments by the m dle of October.
