WHEREAS, the Saint Paul City Council in its budget deliberations for
1988 did on September 24, 1987 vote to move the Board of Appeals function
from the General Fund, to Special F nd, Account 30001; and
WHEREAS, subsequent negotiat'ons between the Director of Council
Research and the Director of Commun ty Services Department did tentatively
agree that this function, together ith clerical staff support currently
assigned to the Board of Appeals, b moved to the Community Services Department
as soon as is feasible; and
WHEREAS, exact placement of he Board of Appeals function and
current civil Service staff of one TE will be left to the discretion
of the director of Community Servic s; now
THEREFORE, BE IT RESOLVED th t the Council of the City of Saint
Paul directs the Council Research D rector to expedite the move of this
function to Community Services, fog ther with its budget, as soon as is
administratively possible.

1. to assist in routing documents and in securing required signatures;
2. to brief the revieMers of documents on the impacts of approval;
3. to help ensure that necessary supporting materials are prepared and, if required,

Providing complete information under the listed headings enables revie�►ers to make
decisions on the documents and eliminates follow-up contacta that may delay execution.

Sheet is well done, no letter of transmittal need be included (unlesa signing such a letter -
is one of the requested actions) .
Note: If an agreement requires evidence of insurance/co-insurance, a Certificate of
Insurance should be one of the attachments at time of routing.
Note: Actions which require City Council resolutions include contractual relationships
with other governmental units; collective bargaining contracts; purchase, sale, or lease of
land; issuance of bonds by City; eminent domain; assumption of liability by City, or
