Environmental Protection (LIEP); Phillip Owens, Fire Department
The meeting was called to order at 134 p.m.
311 Walnut Street (L,aid over from 1-19-99)
Eleanor Gavin, owner, appeared.
No one from Code Enforcement appeared.
Gerry Strathman granted the appeal. The condemnation arder is lifted.
807 Hampden Avenue
Peter Barott, JLT Group, Inc., appeared and stated John Galles came to the building on a routine
certificate of occupancy inspection on January 27, 1999. Mr. Galles prepared a deficiency list.
Item 3—Provide a fire sprinkier system density calculation for high piled storage—is the item Mr.
Barott is protesting. This building is a wazehouse, and Mr. Galles thought the materials may be
stored too high for the sprinkler system. Some of the density calculations have been provided.
Gerry Strathman asked why it is a problem to do them aiL Mr. Barott responded economicaJly it
is a problem. The system was installed in 1990; it should still be adequate 9 years later when the
use of the building and the storage has not changed.
Phillips Owens reported the density calculations have been provided so he is confused about why
there is an appeal today. The issue now would be if the calculauons indicate the sprinkler system
is inadequate. The owners were asked to provide current calculations; however, the calculations
tumed in are from 1990. The commodity might not have changed since 199Q but the
configuration and height of the stack has changed. By observation, the inspector felt the piles
were too large to be adequately suppressed by the sprinkler density in the building. Tn order to
allow the property owner the oppoftunity to disprove that theory, the owners are routinely asked
to provide density calculations.
Gerry Strathman stated the orders do not speak to the issue of the sprinkler system or reducing
the storage. Phillip Owens responded it is the Fire Department's position to request data
whenever an inspector observes something inconect but does not have sufficient data to issue the
order.
Gerry Strathman stated the owner has provided density calculations; therefore, no action is
needed on this matter.

Mark Dmtowski and Jean Rudokas, owners, appeazed and stated they were given an order to
connect to the Mapiewood sanitary sewer; however, the Maplewood sanitary sewer is not
accessible to their home because it is over 400 feet away. They requested the current order be
rescinded and new orders granted. Some of the information they have previously received from
the City andicated this property is not accessible to the city sewer.
David Dickhut reported the properiy is about 400 feet away from the right of way line of
McKnight Road. The properiy is also below the elevation of the sewer, which makes it more
difficult to make the connection. Public Works would go along with an outside system.
Geny Strathman granted the appeal; the arder to connect to the sanitary sewer is rescinded.
1104 Point Douglas Road South (Rescheduled from 2-2-99)
Donald and Masine Evans, owners, appeazed. Mr. Evans stated their situation is similar to the
previous address. Their house is also 400 feet from the hook up system. They received an
estimate of $35,000. The reason the estimate is high is because the system would have to be
built through rock and up a hill. Mr. Evans would like to get his present septic tank repaired,
and continue with that system until the City builds a sewer closer to his property.
David DickhuY reported Public Woxks does not anticipate a sewet being built in the near future.
Preliminary plans have been developed, but there is little support for a system to be built.
Gerry Strathman asked is the $35,000 estimate credible. David Dickhut responded yes.
Gerry Strathman granted the appeal; the order to connect to the sanitary sewer is rescinded. The
Evans should repair their present septic system.
2071 Sk v�vay Drive
No one appeared representing the property.
Tom L,eClair reported LIEP has rescinded the order on this address.
2065 Wildview Avenue
Beth Kessler, owner, appeazed and stated her property is on a bluf£ Her house is 265 feet away
from hooking up to one City sewer and 252 feet up the bluff to hook up to another. It would be
$30,000 at a minimum. Her present system seems to be working fine. It is pumped regularly.

hooking up more difficult.
Gerry Strathman asked is Beth Kessler's present system working. Tom L,eClair responded it is
working, but how well it is functioning is subjective. There is no effluent coming to the surface.
The owner is on a good pumping schedule, which helps maintain the system.
Gerry Strathman stated the appeal is grattted; the order to connect to the sanitary sewer is
resclnded.
