RESOLVED FURTHER, That a public hearing be had on said assessment on the 24th dav of March, 1999, at the hour of 5:30 o'clock P.M., in the Council Chamber of the Court House and City Aa11 Building, in the City of St. Paul; that the Valuation and Assessment Engineer give notice of said meetings, as required by the Charter, stating in said notice the time and place oP hearing, the nature of the improvement, and the amount assessed against the lot or lots of the particular owner to whom the notice is directed. In winter this inctudes the removal of snow and ice irom sidewalk and cross watks. IFAPPROVED: If Council does not approve these charges, General Fund wonid be required to pay the assessment. Assessments are payable over 1 year and collected with the property taxes if not NOT APPROVEb: Neighborhoods would be left to deteriorate and properly values would dectine. Nobody would take care of their property, especially vacant or rental properties. Rodents, filth, garbage and trash would accumulate evervwhere.
