WHEREAS, Italian industrialis and art collector, Guiseppi
Panza di Biumo, has assembled one of the most extensive
collections of American conte porary art in the world; and
WHEREAS, Panza has identified the Saint Paul Union Depot
Concourse as an ideal locatio for an exhibition of a portion
of his collection; and
WHEREAS, a non-profit organiz tion, the Concourse of
Contempoary Art (COCA) , has b en created by metropolitan area
business and community leader to fundraise for and organize
a three-year Panza exhibition as well as a future program of
public art exhibitions in the Concourse; and
WHEREAS, the Concourse is cur ently owned by the United
States Postal Service (USPS) hich no lonqer needs the building
for storage or other operatio s; and
WHEREAS, COCA, with assistanc from the Saint Paul Department
of Planning and Economic Deve opment, has entered into
negotiations with the USPS fo the purpose of securing use
of the Concourse for art exhi ition purposes; and
WHEREAS, funds for restoratio of this historic building on
the Mississippi Riverfront ar still needed; and
WHEREAS, at the request of th COCA organization, members of
the Minnesota Legislature hav agreed to sponsor legislation
appropriating funds for resto ation of the Concourse for public use;

CONCOURSE RENOVATION FUNDING
Backqround
In March, 1987, Italian in ustrialist and art collector,
Guiseppe Panza di Biumo, d signated the Union Depot Concourse,
located on the Mississippi iverfront in downtown Saint Paul,
as an ideal site for a thr e-year exhibition of works from his
internationally-significan collection of American
contemporary art. A non-p fit organization, the Concourse of
Contemporary Art (COCA) , wa quickly created by metropolitan
area business and community leaders. Its goals include
fundraising for and organiz 'ng the Panza exhibition, as well
as planning for a program o future public exhibitions in the
space.
The Union Depot Concourse, significant place in the personal
histories of many Minnesota s, is currently owned by the U.S.
Postal Service. Until rece tly, the property was used for
storage of USPS records and equipment. The Postal Service has
now obtained an alternate s orage facility and this material
has been removed. Local Po tal Service authorities have
informed Saint Paul 's Depar ment of Planning and Economic
Development (PED) that the oncourse is no longer needed for
storage or for their other perations. This determination
appears to clear the way fo access to and use of this
remarkable space by the pub ic. PED is assisting the COCA
organization in negotiation with the USPS to secure use of
the Concourse for art exhib'tion purposes.
COCA has requested financia support from the Minnesota State
Legislature for the physica restoration of the Concourse as a
facility for the exhibition f works of art. The Senate and
House bills have been draft with Senator ponald Moe as
Senate sponsor and Represen tive Dan Knuth as House sponsor.
The Saint Paul Position
The City of Saint Paul suppo ts passage of legislation to
appropriate state funds to r store the Concourse of the
Saint Paul Union Depot as a acility for the exhibition of
works of art.
