WHEREAS, Nichalas "�1ick" Castillo, Sr. , was well known
on St. Paul ' s West Side for his accomplishments and love of
pe ple; and
WHEREAS, Nick Castill ' s commitment to the West Side
ex mplified the community ideals of self determination ; and
WHEREAS, Nick worked ctively to develop People' s Park,
lo ated on the West Side, djacent to E1 Rio Vista Recreation
Ce ter; and
WHEREAS, The West �id Citizens Organization Board of
Di ectors has requested the City give People ' s Park a name
be itting its place and st ture in the community;
NOW, THEREFORE , BE IT RESOLVED, That the name of
Pe ple ' s Park , be changed to "�arque Castill�" in honor of
Ni holas Castillo, Sr. , in recognition of h,is many
co tributions to St . Paul ' West Side; and further
RESOLVED, That dedication of "Parqne Castillo" coincide
wi h the 1�88 Ci �co Be May Celebratio�, on Saturday, May 7 ,
19 8.

Dear Mr. Piram,
G�i February 4, 1976 , at meeting of the St. PauT City Council ,
then Fresident, David Hozz suggested a combination of park and
housing development on Con ord Terrace/Parcel 40. The HRA's
original intent of develop ng high density housing, opposed for
years by local residents w o desired a passive park , compliment-
ary to E1 Rio Vista playgr und, had finally reached a stage of
compromise. What residents had been dreaming and struggling for
finally became a reality, portion of the land that became used
and known as "People ' s Par " was dedicated to the Parks Dept.
While events concerning he Park took place over the course of
a decade , involved many pe ple , groups and countless meetings ,
there was an individual wh se commitment best exemplified the
community ideals of self d termination as evolved in this long
standing effort. I�e was Nicolas (Nick) Castillo Sr. Nick died on
October 26, 1987 , leaving he Park as a legacy to his extended
family, the community he loved. At meetings Nick never hesitated
to passionately express the community's strong sentiments and
need for the Park. Once ame ities were erected he would almost
always be found there , talking with old friends and watching the
young ones at play. It was lso quite common for PJick to meet
people in the Park who need d some assistance. Nick ' s family
always had room for the str nger needing a meal , a few dollars
or a place to stay. His hou e provided many a youngster with a
safe haven from the seeming y insurrnountable problems of the
day. Enclosed are a number f r•eprinted newspaper articles
about �lick , his accomplishm nts and his life .
At a West Side Citizens 0 ganization f3oard of Directors meet-
ing, duly held on December 4, 19�7 , a motion was unanimously
approved requesting that th City give the Park a name befitting
its place and stature in ou proud comrnunity. 6JSC0 requests that

the Park be named "Parque astillo". WSCO would very much like
to work ur a dedication of "Parque Castillo" to coincide with
this year' s Cinco de Mayo elebration. It is with this expressed
desire that LJSCO hopes the request can be handled expeditiously.
