W fiAS, the decfsion of whether to build a Lfght Rail
T ansit (LRT) system in the metropolitan area is of ma,jor
r gional significance and shou d be considered with metropolitan
a ea wide intereste in mind; an
iTHEREAS� the 1987 Ilinnesot Legislature took authority away
f om the Metropolitan Council a d the Regional Traneit Board for
t e planning of a LRT system an gave the authority to individual
c unties through their separate rail transit authorities; and
WHEREAS, LRT planning aut rity was given to the individual
c unties with the understandin that counties would plan and pay
f r any LRT system using their wn tax suthority and without seeking
a y additional state assistance from the Legielature; and
i1HEREAS, Hennepin and msey Counties, along with other
c unties, have established their own rail transit authorities to
p an for LRT system within their respective county ,jurisdictions;

WHEREAS� Hennepin Cou ty is now seeking additional
a sistance from the Minnesota State Legislature in the form of
g anting Hennepin County a sha e of the state—wide motor vehicle
s les tax and legislative auth rity to place a Hennepin County wide
t x on vehicle licenses; and
WHEREAS, the Metropolitan Council or Regional Transit Board
s ould play a role in the pl nning and development of any LRT
s stem, particularly when s ate or federal appropriations are
i volved;
