Summary o Engineering Recommendations
Report Prepared - January 6, 1988
I prove VIRGINIA STREET fro Idaho Avenue to proposed cul-de-sac by
g ading, paving and constructing curb and gutter. Also, condemning and
king additional right-of-way for urnaround purposes.
T is is a dirt street with all utilitie in place. The west side of the street
is built up with homes. The east ide of the street has one possible
b ilding site, the remainder abuts Wheelock Parkway.
T is project was initiated by a pet tion signed by two of the four abutting
pr perty owners. One of the sign rs who did not sign the petition was
a essed for West Idaho Street a d will not be assessed for this proposal.
C nstructing concrete curb and g tter, bituminous pavement and lighting
sy tem from Idaho Avenue to the roposed cul-de-sac. Total length of this
pr ject is approximately 200 feet.
Do nothing. This would allow the ud and erosion problems to continue,
bu would not be a major problem.

The S int Paul Public Works Depar ent has been asked to develop preliminary
plans or new paving and street ligh 'ng in VIRGINIA STREET from Idaho north
appro imately 180' to a proposed c 1-de-sac. You're invited to an information
meetin to review details of these pr posed projects, the financing, and a proposed
cons ction schedule. Time and pla for the meeting:

Total ost of the proposed project is estimated at $24, 900. The project would be
paid f r through a combination of C ty Aid funds and property assessments. The
assess ents would pay for 33% of t e project. The estimated assessment rates are
$51 p assessable foot for street pa ing and $6 a foot for lighting. A Valuations
Divisi n representative will be at the nformation meeting and can tell you what the
assess ent for your property would if these projects are approved. Construction
would gin in the spring of 1988.
The m eting we're in�•iting you to is nformational only. Any final decisions on the
propos d projects will be made at an official public hearing in the City Hall
chamb rs of the City Council. Proper y owners will be notified of that hearing.
