CITY'OF 5111NT P/UL INTERDEP/RTMENTAL MfMORANOUM TO: Tom Kuhfeld FROM Dick Hedman DATE February 22, 1988 SUBJ CT: Stillwater-Nokomis Pondinq Area - When lanning for combined sewer separation in Saint Paul, the Sewer Divis'on considers all feasible cost effective methods to complete this ask. In certain cases it has been determined that certain exist'ng large trunk sewers can be used as storm sewers after sanitary sewag has been removed. Such is the case with the East Side of the city ounded by Interstate 94, Johnson Pkwy, Larpenteur Avenue and Mc Knigh Road. In the period nf 1986 to 1988, The Metropolitan Waste Contr 1 Commission (MWCC) constructed the Middle Beltline Sanitary Inter eptor (Beaver Lake Branch and Lake Phalen Branch) . The const ction of this sanitary inerceptor now makes it possible to use the ex' sting trunk sewer for stormwater. Although the trunk sewer " 9 A'za,":ee91:►:'eet'i . .<: .. -. :ea. it does not ha e sufficient capacity for stormwaterom t e East Side. Theref re, the Comprehensive Sewer Plan of 1984, anticipating the MWCC const ction, proposed the use of four ponding areas for stormwater detent'on. By temporarily detaining part of the peak stormwater runoff the ponds will relieve the trunk sewer enough to provide adequa capacity. Water in the pnds will drain away during off peak hours. The Sti lwater-Nokomis Combined Sewer Separation project is consistent with th Comprehensive Plan. The proposed ponding areas at Hazel and Ross ar part of this project scheduled in 1988. The overal - sepa-rat on plan detailing the pondng areas and trunk sewers- are shown - on the ttached maps. Y At the quest of the Public Works Committee, I have investigated the alternat'ves to such a proposal and the associated costs. The only alternat've to this ponding area is to build a new storm trunk to relieve he existing trunk sewer. The esti ated costs for these alternatives are: 1. onding as proposed, gineer's Estimate: Pond Construction $ 321,000 Engineering (16. 5) 32,000 Land Acquisition 325 0 Total 678,000 . -- _ 2. nq< outlet sewer to partially relieve the existing outlet, utlet, . Estimated costs to carry flow to Etna-Third Pond: Construction Cost $5, 326,800 Engineering (16.5$) 878,900 Misc. (10$) 532,700 $6,738,400 Easements 20 000 Total 6,758,40 . Estimated costs to_ drain -to the river without ponding: : Construction Cost $7,834,400 Engineering (16.5$) 1,292,700 Misc. (10$) 783 400 9,910, 5U0 Easements 58 000 Total g g 5 : Case 2a. involves increased costs of $6,080,000 and Case 2b. increased costs of $9, 291, 000. Failure o provide relief by either Case 1 or Case 2 would cause serious looding of the streets and adjoining property. This would cost not ing for pond or sewer construction but could cause severe , , property damage and ill-will. This project would then be ineligible for fede al and state aid because it does not meet design standards. Under th' s "do nothing" approach local storm sewers would be built and drai ed to the existing trunk sewer. This would violate engineer'ng standards, causing potential flooding several times in i a i0 yea period. The flooding would center on Hazel Street and Ross Avenue a d overflow onto private property and extend for two to three blocks. We have on record a number of complaints of backup within this sw r system. For disc ssion purposes, I have considered the possibility of not construc ing any of the four ponding areas. As you can see, the other three li along the trunk sewer alignment. Again the alternative would be to build a relief trunk sewer. The ponding alternate would save a v ey large amount of money. The cost estimates are: l. our ponding areas as planned, ngineer's Estimate: Construction $1,452,000 ' { Acquisition 925 000 Totai 2, 377, 000 i , /' . _ a .
