WH�.RE S, the City of Saint Paul has long recognized the need to upgrade
Shepa d/Warner Road and construct a bypass around the eastern side of the
downt wn central business district; and
WHERE S, this need has been recognized by the Saint Paul City Council throuvh
the a option of various plans including the Comprehensive Plan for Streets
and H"ghways (1979), I35-E Preferred Alternative Resolution (1981), and
the r cent Riverfront PreDevelopment Plan (1987) ; and
WHERE S, Saint Paul's Departments of Public Works and Plannin� and Economic
Develo ment, in cooperation ��ith the United States Federal Highways Administration
and Mi nesota Department of Transportation, izave completed an Environmental
Impact Statement analyzing the alternative ways to improve Shepard/Warner
Roaci a d construct an eastern central business distr_ict bypass; and
[v'HEI:EA , the Saint Paul City Council desires to make this analysis of alterr�atives
availa le to the citizens o¢ Saint Paul for their revie�a and comr.ient, as
requir d by State and Federal lac�;;
NOLd, T 'EREFORL, BE IT R�SOLVED that the Saint Paul City Council hereby releases
the dr ft Lnvironmental Impact Statement for Shepard/Wa��ner/East CBD Bypa.ss
for th purpose of public review and comment; and
B� IT URTHER RESOLVED that the Saint Paul City Council sets the evening
of Apr 1 28, 1988 at 7:00 p.m. as the time for public hearing on the draft
Enviro mental Impact Statement and declares that the hearin� record shall
be ope until 4:30 p.m. on May 3]_, 1988; and
BE IT URTHER RESOLVED the Saint Paul City Council requests that the City
Admini tration distribute copies of the draft Environmental Impact StatemQnt
to con erned and affected citizens and community �roups and ma1:e staff available
to e�p ain the study findings to individuals and groups throughout the community.
