HEREAS, the South African government has relocated millions
of So th Africans against their will over the past 30 years, and;
HEREAS, those who have been moved usually face a lifetime
of un ployment, poverty and hunger, and;
EREAS, the people of the City of Saint Paul, Minnesota,
have long history of support for people around the world who
fight for justice and against the abuse of basic human rights,
and;
W EREAS, the City of Saint Paul regards the South African
govern ent' s system of racial segregation, known as apartheid, as
morall and ethically reprehensible and has stated its anti-
aparth id policy in Council File N. 86-948, and;
, W EREAS, in the community of Lawaaicamp, where residents
have ived in the same homes for 40 years or more, face the
prospe t of forced removal to another township, and;
W EREAS, democratically elected representatives of
Lawaai amp and the overwhelming majority of residents oppose the
govern ent' s removal plans and have sought non-violent legal
means o resist those plans, and
W EREAS, a relationship with a sympathetic community in the
United States would help the residents of Lawaaicamp with moral
suppor for their resistance to removal and publicize their
plight to the world community, and, now

decl res Lawaaicamp and Saint Paul to be sister communities, and

FURTHER RESOLVED that the City of Saint Paul commits itself
to ursuing increased understanding between the communities of
Lawa icamp and Saint Paul and to assist Lawaaicamp in its
cour geous efforts to stop the forced removal of its residents.
