1 WHEREAS, The Saint Paul Right ofi Way management ordinances require a permit fiee structure

The permit fee structure under our new Right ofi Way Management Ordinances was approved a year ago and is to be
updated on a yearly basis. No increases are proposed. Significant reductions are proposed for house service
connections, overhead utility installation, soil borings, monitoring wells, and street use around major building construction.
A new poiicy for meter hooding is attached as part of this. This formalizes who pays for this service, and who does not.
ADVANTAGESIFAPPROVED: �
Implements requirements of the Right of Way Management Ordinances (Chapters 116, and 135). Recovers costs of
issuing utility cut and obstruction permits, and provides for their inspection. Reduces some costs where appropriate.
Provides a written policy on meter hooding fees. .

2-24-99 Council Meeting
Attached are two revisions of attachments for Item 29, ftesolution 99-131, Approving
right-of-way management permit fee structure (Laid over from February 10), which is
on the 2-24-99 Councii agenda. The changes to the Parking Meter Hoodinq Policy
are for ciarity based on comments received since its introduction. The change to the
Excavation / obstruction permit fee structure is to create a new class for installation of
"wireless telecommunications devices" mounted on existing poles. This sets a much
lower permit fee for this class of installation. As author of this resolution, 1 am
requesting that you substitute these revisions when item 29 comes up for action.

Parking meters may be hooded at r�e reduced cost for non-profit, community based
events. The only cost will be actual labor costs to hood the meters. There will be no

A. EXCAVATION PERMITS: Cost Components inciude "City cost" (administration, inspection, and
records), Pavement Degradation, and a Disruption charge. (per Saint Paul Legislative code,
chapter 135)
1) $145 per hole (includes up to 75 feet of excavation) plus $2.05 per foot of excavation over
75'.
2) For house service connections, $i45 per connection for the firsi six per block, and $50
per connection for the rest in that block.
3) Degradation: Will be calculated separately based on Public Utilities Commission Rules if
proper restoration is not proposed or completed.
4) Disruption will be based on the Grace Period Matrix, and the Disruption cost basis
charts. For non utility excavation work, there is no grace period.
B. OBSTRUCTION PERMITS: Cost Components include "City cosY' (administration, inspection,
and records), and a Disruption charge. (per Saint Paul Legislative code, chapter 135)
1) Various locations permits may be issued for individual vehicles at a monthly rate of $88.
Specific conditions appiy to these. This permit may be issued for up to one year at the specified
rate.
2) For overhead utility installation, $145 plus $0.50 per foot of installation. There will be no
disruption charge for work in any block which does not exceed five working days. This is for new
installations. Overhead repairs would typically be done through a various locations permit.
3) For geoprobes or soil borings for a specific site, $145 plus $10 per hole.
4) For wireless telecommunications devices mounted on existingpoles with a minimum of
12 feet clearance from the ground. $145 plus $10 per device.

J� For full block construction, $145 plus $30 per day per block face for sidewalk and

Parking Lane with meters: $2.00 per meter per day pius lost meter revenue
and a hooding charge. The hooding charge is a labor charge for
hooding and unhooding meters. No grace period applies.
Parking Lane without meters: $4.00 per calendar day for each 20 feet of length
outside of the downtown business district. $8.00 per day within the
downtown business district.
Note: If this is in a"Rush Hour" zone, the parking lane rate would apply
oniy if it is not used during the "Rush Hour" period.
Driving Lanes: Basic formula -- Average Daily Traffic X Number of calendar days
X Detour distance in miles X$0.31 per mile
For each direction: (one way ADT = 50% of total ADT)
Loss of all traffic lanes: 100% of one way ADT
Loss of one of two traffic lanes: 40% of one way ADT
Loss of one of three traffic lanes: 20% of one way ADT
Loss of two of three traffic lanes: 60% of one way ADT
NOTE: For work between 9 AM and 3 PM where Iane is
opened back up to trafifiic, 50% of the above will appiy.
For work between 6 PM and 6 AM where lane is opened
back up to traffic, 30% of the above will apply.
Noise ordinance restrictions will continue to be enforced.
Sidewalk / Boulevard Area: for each 20 foot increment
Closed to Pedestrian Traffic: Commercial- $8.00 per calendar day
Closed to Pedestrian Traffic: Residential -$4.00 per calendar day
Pedestrian traffic maintained- No charge
Alleys: Use basic formula with ADT � 100, and length of aliey = detour distance.
Turn Lanes, Bus stops: Treated as loss of through lane.
Disruption cost begins after the grace period for utility work.
Intersections: Treat each street separately.
No disruption cost for utility work in areas closed to traffic for City
Construction projects.

Parking Lane with meters: $2.00 per meter per day pius lost meter revenue
and a hooding charge. The hooding charge is a labor charge for
hooding and unhooding meters. No grace period applies.

The permit fee structure under our new Right ofi Way Management Ordinances was approved a year ago and is to be
updated on a yearly basis. No increases are proposed. Significant reductions are proposed for house service
connections, overhead utility installation, soil borings, monitoring wells, and street use around major building construction.
A new poiicy for meter hooding is attached as part of this. This formalizes who pays for this service, and who does not.
ADVANTAGESIFAPPROVED: �
Implements requirements of the Right of Way Management Ordinances (Chapters 116, and 135). Recovers costs of
issuing utility cut and obstruction permits, and provides for their inspection. Reduces some costs where appropriate.
Provides a written policy on meter hooding fees. .

Attached are two revisions of attachments for Item 29, ftesolution 99-131, Approving
right-of-way management permit fee structure (Laid over from February 10), which is
on the 2-24-99 Councii agenda. The changes to the Parking Meter Hoodinq Policy
are for ciarity based on comments received since its introduction. The change to the
Excavation / obstruction permit fee structure is to create a new class for installation of
"wireless telecommunications devices" mounted on existing poles. This sets a much
lower permit fee for this class of installation. As author of this resolution, 1 am
requesting that you substitute these revisions when item 29 comes up for action.
