WH REAS, the Certificate of A hievement for Excellenee in
Financi 1 RBporting Program was be un by the Government Finance
Offieer Association (GFOA) in 19�5 to emphasize the belief that
every g vernmental unit should pre are and publish an easily
underst ndable, Comprehensive Annu 1 FinanQial Report (CAFR)
coverin all of its funds and fina cial transactions during the
year; a d
WH REAS, the CAFR is a very d tailed report that goes beyond
the req irements of generally aece ted aceounting prineiples; and
WH REAS, the Certificate of A hievement is the highest form
of reco nition in the area of gonernmental financial reporting, and
its att inment represents a signifieant aecomplishment by governmental
units a d its management; and
WH REAS, the City of Saint Pa 1 reoeived its first Certifieate of
Aehieve ent in 1963; and
WH REAS, the City oP Saint Pa 1 has reeeived an annual
Certifi ate of Aehievement sinee 1 76;
NO , THEREFORE, BE IT RESOLVE , that the City Couneil , on
behalf f the City of Saint Paul , aeknowledges the reoeipt of the GFOA
Certifi ate of Achievement for 198 ; and
BE IT FINALLY RESOLVED, that the City Council commends the
followi g staff, whose efforts wer important and neoessary in order
to rece ve the Certifieate of Aehi vement: Jeanette Anderson;
