The area i bounded by University Ave.. C�riggs, Selby, nd Pascal. EXI TI ITI � The pr ject area is presently served by a c mbined sewer system. During �eriods of moder te to heavy rainfall, there have been reports of sewer backups into �asements and su ace flooding problems. Many f the streets within the project area ave an oiled roadway surface vy�ith no curb. The dri ing surfaces are fair to poor and ro dway widths vary because of IaiCk of curb. Some treet segments within the project ar a have curb. However, attempts made to salvag old curb when reconstructing road urfaces have been unsuccessful in the past; t erefore, we are proposing to remov existing curb and construct ne�rr curb and gutter n oiled streets. , PR P ED IMPR VEMENT • ' Street mprovements, street lighting and st rm sewer construction are proposed for Syndi ate - Carroll - Griggs between Mar hall and Concordia Ave. ' Storm ewer construction and r r i n i kin is proposed for the right of way and ease nt area along: Hamline from Selby o University Ave.; Pascal from'University to Shi Ids; Shields easement from Pascal to Asbury; Donohue from Syndicate to the ea t; Dayton easement from Albert to amline; and Albert from MarsMall to Dayto . The n w storm sewer construction is part o a long-range storm sewer proj�ct which will result n a separated storm and sanitary se er system for the East Kittsondale area. The st eet and lighting improvements prop sed would compliment the stor�n sewer constr ction. New bituminous roadways w th concrete curb and gutter are;being propo ed. All dri eway aprons will be reconstructed ith concrete and a new concret� outwalk will be constructed for each home. Boulev rds will be regraded and sodde�d. A new energ efficient sodium vapor lighting syst m will be installed. Trees will bl� planted in the bo levard areas as needed to reforest he area. I ; . � ���--i�f�f (Mars ali/ Hamline Storm Sewer) , To do othing would be inconsistent with t e aty's committment to improvei existing oiled reets, and to separate the combine sewers. Constructing sewers Vvithout street mprovements has not been effectiv in the past, in that the existing oiled streets are n capable of withstanding the const ction activity necessary to cons�ruct the sewer � and merely restore the trench are s. Improving the roadways in cpnjunction with s wer construction will save time, mo ey and inconvenience later. With t e completion of the city's sewer pro ect, the chance of sewer backu�s into base ents and surface flooding will be re uced, and after rainleader disc�nnections, sewer backups into basements will be eli inated. General improvement of the public right- f-way in conjunction with street con ruction will enhance and add q�ality to the neigh orf�ood. Street oiling would be elim'nated on new bituminous roadw�ys. Should you request a new storm sewer connection, sanitary sewer connection or water connection , it will be assessed at actual cost per conneotion. If you own vacant property which you plan to develop soon , we suggest that you request that we construct these connections at this time. To insure an effective sewer separation program and to comply with state and federal mandates � all rainleaders (downspouts) must be disconnected from the sanitary sewer. Your building' s rainleaders are connected if exterior downspouts connect to an underground pipe or if your roof drains through the interior of your building. Some apartments , commercial and industrial buildings will require a separate storm sewer connection, and you should request a connection stub from the main sewer to the property at this time to avoid a substantially higher cost to have it installed later.
