F. 87-751 , approve appointments o task force members in C . The system will pro ide service to residen ial buildings of ten or fewer units . 4. The administrator ill divide the city into multiple districts , and will ermit haulers to bid competitively on each district. 5. Selection of haule s to serve each dis rict will be made annually, with se ection processes rota �ed throughout the year among district . 6. Selection of hauler may be made by a vot . of residents in each district to b served, from among hose haulers that have bid for that istrict. 7 .
