of Deputy Director - Housing.
Ms. Tingerthal has extensive experience in several housing areas, including
finance and housing rehabilitation and is presently employed by the
Residential Funding Corporation. Attached is a resume providing complete

This position is responsible for three areas -- research and
planning , communications , and personnel and administrative
services -- for this national secondary mortgage conduit. The
firm purchases mortgages and issues mortgage-backed securities
totaling $3 billion annually . Responsibilfties include :

Market Development Manager
Primary responsibilities included management of a residential
mortgage lending branch , and provision of research, marketing and
support services for both wholesale and retail mortgage lending
groups. The branch had a 1986 production volume of $30 million.
Several special assignments during this tenure included
implementation of a new computer processing system for all retail
branch operations, and management of a post-closing loan review
unit preparing loans for delivery to investors .

Director , Home Improvement Programs Nov. 1980 to Sept . 1985
Primary responsibility was to direct the activities of program
managers in the home improvement loan , home improvement grant ,
energy conservation loan and rental rehabilitation loan programs.
Programs were financed with the proceeds of tax-exempt revenue
bonds, state appropriations and federal grants. Annual new loan
and grant volume was $55 million. Outstanding portfolios
totalled over $180 million, including over 20,000 installment
loans. The division purchased loans from over 300 lending
institutions, and managed contracts with 100 local public
agencies, contract servicers, utilities and federal agencies.
Also managed a conatruction financing program for non-profit
organizations developing innovative housing projects.

Ngncy West, Curt Miller, and I• were selected as a search committee to fill the
Deputy Director for Housing vacancy in PED. Our first step was to advertise
for the position. {�Te placed a classified ad (Exhibit A) in the NAHItO Monitor
as well as the St. Pal Dispatch and Pioneer Press and the Star Tribune. The
ad ran in the August 31 issue of the NAHRO Monitor, in the September 13 and 20
Sunday editions of the Star Tribune� as well as the Sunday edition and Monday
business section editions of the St. Paul .Dispatch Pioneer Press on September
13, 14� 20 and 21. In addition� letters requesting referrals or any other
possible assistance to fill the vacancy (Exhibit B) were mailed under
signature to over 30 housing specialists throughout the nation.
Fifty-six applications were received - 20 from outstate Minnesota, 36 within
Minnesota; 12 females, 44 males. tiie carefully reviewed each resvme to select
those which reflected the technical and management skills desired for the
position. iie chose to personally interview eight candidates -- 4 females, 4
males; 3 from outstate� 5 from Minnesota.
We carefully aelected questions (Exhibit C) for the interviews to get a feel
for each candidate's:

b. decision saking process
c, coordination of staff
d. presentation experience/techniques
e. human relations/conflict resolution skills
f. leadership techniques
g. flexibility

total of 35 .(�aximum allowabls) points to S.S point�. Each of the out-of-
state candidatas xa� given a tour of various houaing pro�ects in the city and
given an opportunity to seet you. Ve scheduled these aeetings with you to
avoid the cost of having them return to Saint Paul in the event any one of
them was a finalist for the position. We were able to give you our
recommendations before you met with each of them.
We presented the results of the interviews to you on Vednesday� November 4.
There were three candidates We recocrmended to fill the vacancy. Ve felt that
any one of these people could satisfactorily perform the position, but we
could and did rank them based on their interviews with us.
We feel comfortable that the process we used was a good one. There was
consensus smong the three of us to within .5 points for each category for all
eight candidates. Thank you for allowing us to participate in the process of
sslecting the next Deputy Director for Housing.
