WHEREAS, The City of Saint Paul and City of Minneapolis succeeded
in securing 1987 state legislative support which provides a
limit of $9 . 0 million for revitalizing the most distressed
areas of the central cities , and
WHEREAS, The Saint Paul Planning Commission spent several
months drafting guid�lines for reviewal of proposals to address
blight in the designated distressed areas which were approved
by the Mayor and City Council, and
WHEREAS, The 1988 proposal5 to address blight exceeded state and
local funding by four to one, and
WHEREAS, The Capital Improvement Budget (CIB) Committee is in the
process of reviewing the groposals and will make recommendations
for funding to the Mayor and City Council, and
WHEREAS, State funding to be received by the City of Saint Paul
of $3. 9 million provides minimal assistance, and
WHEREAS, the State has made a major continuing financial commitment
to the Greater Minnesota Corporation, which provides significant
funding to enhance development and redevelopment in outstate
communities,
THEREFORE, BE IT RESOLVED, That the City of Saint Paul supports
continuing state support and financinq of the Urban Revitalization
Action Program.
