The area is bounded by Hawthome, Soo Line RR, York Ave., and Sylvan St.. EXISTING CONDITIONS: The project area is presently served by a combined sewer system. During periods of moderate to heavy rainfall, there have been reports of sewer backups into basements and surface flooding problems. Many of the streets within the project area have an oiled roadway surface with no curb. The driving surfaces are fair to poor and roadway widths vary because of lack of curb. Some street segments within the project area have curb. However, attempts made to salvage old curb when reconstructing road surfaces have been unsuccessful in the past; therefore, we are proposing to remove existing curb and construct new curb and gutter on oiled streets. PROPOSED IMPROVEMENTS: Street improvements, street lighting and storm sewer construction are proposed for the following streets: STREET FROM TO Rose Sylvan Soo Line RR Geranium Sylvan Jackson Jessamine Sylvan Agate Magnolia Sylvan Agate Abell Jessamine Maryland Agate Cayuga Jessamine ' (Jackson / Magnolia Storm Sewer) �"�`�7 Storm sewer construction and restoration in kind is proposed for the foliowing streets: STREET FROM TO Jackson Rose Hawthorne The new storm sewer construction is part of a long-range storm sewer project which will result in a separated storm and sanitary sewer system for the Trout Brook area. The street and lighting improvements proposed would compliment the storm sewer construction. New bituminous roadways with concrete curb and gutter are being proposed. All driveway aprons will be reconstructed with concrete and a new concrete outwalk will be constructed for each home. Boulevards will be regraded and sodded. A new energy efficient sodium vapor lighting system will be installed. Trees will be planted in the boulevard areas as needed to reforest the area. ALTERNATES To do nothing would be inconsistent with the city's committment to improve existing oiled streets, and to separate the combined sewers. Constructing sewers without street improvements has not been effective in the past, in that the existing oiled streets are not capable of withstanding the construction activity necessary to construct the sewers, and merely restore the trench areas. Improving the roadways in conjunction with sewer construction will save time, money and inconvenience later. P4SITIVE BENEFITS: With the completion of the city's sewer project, the chance of sewer backups into basements and surface flooding will be reduced, and after rainleader disconnections, sewer backups into basements will be eliminated. General improvement of the public right-of-way in conjunction with street construction will enhance and add quality to the neighborhood. Street oiling would be eliminated on new bituminous roadways.
