WHEREAS, citizen satisfaction with city government and
general quality of life in the City of Saint Paul is closely
linked to satisfaction with the Saint Paul education system;
and
WHEREAS, the� Saint Paul School District must spend close
to $11 million general fund dollars a year to comply with
state-mandated desegregation req�irements; and
WHEREAS, state funds for such programs will improve the
quality of educational offerings in Saint Paul;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Saint Paul s�pports the Saint Paal School District
in its 1988 legislative effort to seek state funding for
desegregation/integration programs.

School District Desegregation/Integration Fundina
Background
The City of Saint Paul reports Saint Paul Todav and Saint Paul
Tomorrow documented how residents closely linked quality of
educational facilities with general quality of life in
Saint Paul and their willingness to continue to live in the
City. As a result of that study, City and School District
officials have an increased appreciation of the fact that the
success of each operation is closely tied to the well-being of
the other organization. In practical terms, this has resulted
in increased joint efforts between the City and School
District.
Under state law, school districts are required to desegregate
their school systems. The costs to implement such a program
in an inner-city school district are very high. 1987-88
general fund expenditures for desegregation programs are
expected to be approximately $11 million. Until 1987 the only
funding for desegregation programs was the authority to levy
one mill. In 1987, the State Legislature approved specific
desegregation funding for the Saint Paul School District.
However, unless additional state funds are appropriated, the
Saint Paul School District projects a shortfall for
desegregation needs of close to $9.8 million during 1988-89 .
Status
The Saint Paul School District will seek desegregation funds
during the 1988 legislative session.
The Saint Paul Position
The City of Saint Paul supports the Saint Paul School
District's 1988 legislative effort to seek state funds for
desegregation programs.
