RESOLVED, that Saint Paul Administrative Code Chapter A-1 ,
Rule 14(d) be and the same is he eby amended to read as fol.lows :
" (d) Committee reports :
( 1 ) Every ordinance or re olution may at first reading
be formally referred y the presiding officer to
the appropriate counc ' 1 committee. An ordinance
or resolution shall b referred to the appropriate
council committee upo the affirmative vote of two
(2) or more members o the council unless the ordi-
nance or resolution:
a. Has already been eported out by a committee ;
b. Formalizes a coun il action required to be
taken after publi hearing, such as license
transfer, appeal , permit or rezoning;
c. Relates to indivi ual licenses or legislation
involving license .
(2) Whenever a committee cts to return a resolution
or ordinance to the ouncil , the chair shall so inform
the secretary, statin in writing whether the com-
mittee recommends ado tion or denial or report with-
out recommendation. he clerk shall then place the
proposal upon the genda of the council under the
order of business "co ittee reports" in the order
of receipt of notific tion of committee action.
(3) An ordinance or resol tion may be recalled at any
time by an affirmati vote of five (5) or more
members of the counci .

resolutions which originate in Committee on t �'Council agenda so that they receive proper
consideration without being needlessly referr d back to Committee. This resolution establish s
a procedure whereby they are placed on the ag da under "Committee Reports" but will not be
acted upon on first appearance on the Council agenda. This avoids needless delay �hile
providing an opportunity for public notice pr or to action by the Council.
