Pro�ect No. 90 5-8061 (P-8046, V-8046) Report Prepar d - September 25, 1989 Neighborhood Informati nal Meeting - October , 1989 Public Heari - December 12, 1989 SEH ile No. 89086 PROJECT• The pro�ect is bounded by N braska, Wheelock Parkway, Mackuben, and Marion. Construction of a storm sewer, sewer connections and reconnections, street improv ments and a roadway lighting system. (See attached vicinity and 1 cation maps) . INITIATING ACTION: The project is part of th City of St. Paul Combined Sewer Separation pro�ect. ERISTING CONDITIONS: Many of the streets within t e pro�ect area have an oiled roadway surface with no curb. The d iving surfaces are fair to poor and roadway widths vary because f lack of curb. Some of the streets within t e pro�ect area have curb. However, attempts made to salvage ld curb when reconstructing road surfaces have been unsuccess ul in the past; therefore, we are proposing to remove existin curb and construct new curb and gutter on oiled streets. Wheelock Parkway is propose to be reconstructed in the near future. The construction o storm sewer along the segment of Wheelock Parkway between C hansey and Western will severely impact the existing surfac . Total reconstruction of this segment of Wheelock Parkway n con�unction with the storm sewer construction should prove mo e economical due to the elimination of an expensive temporary pat h system. Many of the streets have exi ting boulevard trees. All efforts will be made to protect e trees during construction and boulevard grading. However, four exiting trees fall within the proposed curb and gutter and may need to be emoved to facilitate construction. The tree locations are as fol ows: (3) N.W. City normal standard is 32 feet. However, since sheets in th area are primarily residential in use and to protect boulevard rees 30' streets are proposed. Existing power poles wil be relocated as necessary to accommodate roadway widths. Actual style of lighting is t to be determined. All driveway aprons will be constructed with concrete and a new outwalk will be constructed or each home. New energy efficient sodium vapor lighting syste will be installed. Trees will be planted in the boulevard area as needed to reforest the area. ALTERNATfiS: To do nothing would be incons stent with the City's commitment to improve existing oiled stre ts, and to separate the combined sewers. Constructing sewers without street improvements has not been effective in the past, in that the existing oiled streets are not capable of withs anding the construction activity necessary to construct the s wers, and merely restore the trench areas. Improving the ro dways in con�unction with sewer construction will save time, oney and inconvenience later. � - = �� � • C��ai7a POSITIVE BENEFITS: With the completion of the ity's sewer pro�ect, the chance of sewer backups into baseme ts and surface flooding will be . reduced, and after rainleade disconnections, sewer backups into basements will be eliminated General improvement of the public right-of-way in conjunction ith street construction and lighting improvements will enhance a d add quality to the neighborhood. Street oiling would be elimi ated on new bituminous roadways. ADVERSE EFFSCTS• Normal problems associated with construction, such as noise, dust, and general disruption will be present. Wheelock Parkway and Arling on Avenue will be closed to through traffic during construction. Temporary parking bans and treet closures on remaining streets will be imposed during v ious stages of the construction. However, local access will e provided as often as construction permits. Continuous acce s will be provided to emergency vehicles. Four existing boulevard t ees may need to be removed to facilitate roadway construc ion. Final decision will be made following inspection by City Forester. Partial costs of street, 1 ghting and storm sewer improvement costs will be assessed to ab tting property owners. TIME SCHEDULE: This pro�ect has been ident fied on the "reserve" project list and depending on State and F deral funding may not be constructed until 1991. In either case he following sequence would apply.
