PROJECT'
Construct a storm sewer system, watermain, water and sewer
service connections and r eonnections, street restoration. The
area is bounded by Wheeloc Parkway, Cottage, Abell and Klainert.
See attached maps.
INITIATING ACTION:
The pro�ect is part of he City of St. Paul Combined Sewer
Separation Pro�ect.
ERISTING CONDITIONS:
The pro�ect area is presen ly served by a combined sewer system.
During periods of moderat to heavy rainfall, there have bee
reports of sewer backups into basements and surface flooding
problems.
All the streets within th pro�ect area have curb and gutter.
The driving surfaces are fa r to good.
Some street segments within the project area have displaced curb.
However, attempts made to d�ust old curb have been unsuccessful
in the past; therefore, e are proposing to remove existing
displaced curb and constr t new curb and gutter where it is
affected by sewer construct on.
PROPOSED IMPROVF�IENTS:
Storm sewer construction an restoration in kind is proposed for
the right of way and easeme t area as follows:
Jackson (Nebraska to Nevada)
Trout Brook Circl (Arlington to Cul-de-Sac)
Jackson (Cottage Arlington)
Timber Lake (Jacks n to Biglow)
Biglow (Nebraska t Klainert)

Watermain - 30" and 8" pipes replacement will occur
simultaneously with storm sewer construction on
Arlington (�Jacks n to L'Orient) .
The new storm sewer cons ruction is part of a long-range storm
sewer pro�ect which will r sult in a separated storm and sanitary
sewer system for the Lar enteur/Jackson area. New bituminous
roadway is being proposed for Arlington Avenue since storm sewer
and watermain constructio will leave little roadway which has
not been disturbed.
All driveway aprons, conc te outwalks, and boulevards disturbed
during construction will e restored in kind. Trees will be
planted in the boulevard a d easement areas as needed to reforest
the area.
ALTERNATES:
To do nothing would be inc sistent with the City's commitment to
separate the combined se ers. Improving the roadways where
practicai in con�unction w th sewer construction will save time,
money and inconvenience lat r.
POSITIVE BENEFITS:
With the completion of the City's sewer pro�ect, the chance of
sewer backups into basem nts and surface flooding will be
reduced, and after rainlead r disconnections, sewer backups into
basements will be eliminate .
ADVERSB BFFECTS:
Normal problems associated with construction, such as noise,
dust, and general disruptio will be present.
The construction needs will require closure of Arlington Avenue
between Jackson and Klainer . Temporary parking bans and street
closures will be imposed du ing various stages of construction.
However, local access will e maximized as much as construction
permits and continuous acc ss by emergency vehicles will be
provided.
Since the original Tro t Brook Interceptor Jackson Street
Extension was built, tree and bushes have grown along the route.
Construction of the re ief outlet will require removal of
' approximately 0. 6 acres o existing brush located on the private
commercial/industrial sit . This route will also result in
partial disruption of busi ess along sewer routing.
SPECIAL CONSIDERATIONS:
The installation of a pip paralleling the existing Trout Brook
Interceptor Jackson Street Extension will result in the need for
acquiring an addition 10' f permanent easement.
Water Department plans to nstall a 30" concrete and 8" ductile
iron pipe watermain . paral eling the Arlington Street 36" storm
sewer. Soil conditions d ctate that the 30" watermain must be
mounted on the same pilin supports as the proposed 36" storm
sewer.
TIME SCHEDULE•
This pro�ect is identified as a "reserve" pro,ject and depending
on State and Federal fundi g may not be constructed until 1991.
In either case, the followi g sequenced would apply.
The construction of waterma n and thus storm sewer on Arlington
must be performed after S ptember 1. The existing Arlington
Street watermain must rem in operational until that date to
provide supply during peak s mmer consumption months.
Although construction is a ticipated to begin by June 1, the
watermain limitations on A lington Street dictate the project
will not be completed until round November 1.

RECONffrIENDATION�
The Larpenteur/Jackson pro ect is primarily a sewer separation
project. The project affor s the opportunity to expand watermain
service to the east side o 35E by constructing a new line along
the Arlington Avenue corri or. Special construction techniques
of combining sewer and wa er pipes on the same piling support
system will result in co siderable cost savings in areas of
anticipated poor soils.
The Department of Public Wo ks feels that this is a necessary and
worthwhile pro�ect, and t e Engineering recommendation is for
approval of the order.

PROJECT•
Construct a storm sewer ystem, watermain, water and sewer
service connections and re onnections, street restoration. The
area is bounded by Wheelock Parkway, Cottage, Abell and Klainert.
See attached maps.
INITIATING ACTION:
The pro�ect is part of he City of St. Paul Combined Sewer
Separation Pro�ect.
ERISTING CONDITIONS:
The pro�ect area is prese tly served by a combined sewer system.
During periods of modera e to heavy rainfall, there have been
reports of sewer backup into basements and surface flooding
problems.
All the streets within he pro�ect area have curb and gutter.
The driving surfaces are fair to good.
Some street segments wit in the pro�ect area have displaced curb.
However, attempts made o ad�ust old curb have been unsuccessful
in the past; therefor , we are proposing to remove existing
displaced curb and con truct new curb and gutter where it is
affected by sewer const uction.
PROPOSED IMPROVEMENTS:
Storm sewer constructi n and restoration in kind is proposed for
the right of way and e sement area as follows:
Jackson (Neb aska to Nevada)
Trout Brook Circle (Arlington to Cul-de-Sac)
Jackson (Co tage to Arlington)
Timberlake (Jackson to Bigelow)
Bigelow (N braska to Klainert)

Street Extension (A lington to Trout Hrook) .
Watermain - 30" a d 8" pipes replacement will occur
simultaneously wi h storm sewer construction on
Arlington (Jackson o L'Orient) .
The new storm sewer construc ion is part of a long-range storm
sewer project which will resu t in a separated storm and sanitary
sewer system for the Larpen eur/Jackson area. New bituminous
roadway is being proposed fo Arlington Avenue since storm sewer
and watermain construction w' ll leave little roadway which has
not been disturbed.
All driveway aprons, concret outwalks, and boulevards disturbed
during construction will be restored in kind. Trees will be —
planted in the boulevard and asement areas as needed to reforest
the area.
ALTERNATfiS:
To do nothing would be incons stent with the City' s commitment to
separate the combined sewer . Improving the roadways where
practical in con�unction with sewer construction will save time,
money and inconvenience later
POSITIVE BENEFITS:
With the completion of the C ty's sewer pro,ject, the chance of
sewer backups into basemen s and surface flooding will be
reduced, and after rainleader disconnections, sewer backups into
basements will be eliminated.
ADVERSE EFFECTS:
Normal problems associated ith construction, such as noise,
dust, and general disruption ill be present.
The construction needs will equire closure of Arlington Avenue
between Jackson and Klainert. Temporary parking bans and street
closures will be imposed dur ng various stages of construction.
However, local access will b maximized as much as construction
permits and continuous acce s by emergency vehicles will be
provided.

Since the original Trout Hrook Interceptor Jackson Street
Extension was built, trees a d bushes have grown along the route.
Construction of the relie outlet will require removal of
approximately 0. 6 acre of e isting brush located on the private
commercial/industrial site. This route will also result in
partial disruption of busine s along sewer routing.
SPECIAL CONSIDERATIONS:
The installation of a pipe aralleling the existing Trout Brook
Interceptor Jackson Street E tension will result in the need for
acquiring an addition 10' of ermanent easement.
Water Department plans to in tall a 30" concrete and 8" ductile
iron pipe watermain parallei ng the Arlington Street 36" storm
sewer. Soil conditions dic te that the 30" watermain must be
mounted on the same piling upports as the proposed 36" storm
sewer. �
TIME SCHEDULE:
This pro�ect is identified a a "reserve" pro�ect and depending
on State and Federal funding may not be constructed until 1991.
In either case, the following sequenced would apply.
The construction of storm se er and watermain on Arlington must
be performed after September 1. The existing Arlington Street
watermain must remain opera ional until that date to provide
supply during peak summer con umption months.
Although construction is ant cipated to begin by June 1, the
watermain limitations on Ari ngton Street dictate the project
will not be completed until ar und November 15.

RECOI�Il�IENDATION:
The Larpenteur/Jackson pro�e t is primarily a sewer separation
pro,ject. The pro�ect affords the opportunity to expand watermain
service to the east side of 5E by constructing a new line along
the Arlington Avenue corrido . Special construction techniques
of combining sewer and wate pipes on the same piling support
system will result in cons derable cost savings in areas of
anticipated poor soils.
The Department of Public Work feels that this is a necessary and
worthwhile pro�ect, and the Engineering recommendation is for
approval of the order.

Watermain - 30" and 8" pipes replacement will occur
simultaneously with storm sewer construction on
Arlington (-Jacks n to L'Orient) .
The new storm sewer const uction is part of a long-range storm
sewer pro�ect which will r sult in a separated storm and sanitary
sewer system for the Lar enteur/Jackson area. New bituminous
roadway is being proposed for Arlington Avenue since storm sewer
and watermain constructio will leave little roadway which has
not been disturbed.
All driveway aprons, conc ete outwalks, and boulevards disturbed
during construction will be restored in kind. Trees will be
planted in the boulevard d easement areas as needed to reforest
the area.
ALTERNATES:
To do nothing would be in nsistent with the City's commitment to
separate the combined s wers. Improving the roadways where
practical in con�unction ith sewer construction will save time,
money and inconvenience 1 ter.
POSITIVS BENEFITS:
With the completion of t e City's sewer project, the chance of
sewer backups into bas ments and surface flooding will be
reduced, and after rainle der disconnections, sewer backups into
basements will be elimina ed.
ADVERSE EFFECTS:
Normal problems associa d with construction, such as noise,
dust, and general disrupt on will be present.
The construction needs w 11 require closure of Arlington Avenue
between Jackson and Klai rt. Temporary parking bans and street
closures will be imposed during various stages of construction.
However, local access wi 1 be maximized as much as construction
permits and continuous ccess by emergency vehicles will be
provided.
Since the original Trou Brook Interceptor Jackson Street
Extension was built, trees and bushes have grown along the route.
Construction of the rel 'ef outlet will require removal of
' approximately 0. 6 acres of existing brush located on the private
commercial/industrial sit . This route will also result in
partial disruption of busi ess along sewer routing.
SPECIAL CONSIDERATIONS:
The installation of a pip paralleling the existing Trout Brook
Interceptor Jackson Street Extension will result in the need for
acquiring an addition 10' f permanent easement.
Water Department plans to install a 30" concrete and 8" ductile
iron pipe watermain , paral eling the Arlington Street 36" storm
sewer. Soil conditions d ctate that the 30" watermain must be
mounted on the same pili g supports as the proposed 36" storm
sewer.
TIME SCHEDULE•
This pro�ect is identifie as a "reserve" pro�ect and depending
on State and Federal fund ng may not be constructed until 1991.
In either case, the follow ng sequenced would appiy.
The construction of water ain and thus storm sewer on Arlington
must be performed after eptember 1. The existing Arlington
Street waternain must re ain operational until that date to
provide supply during peak summer consumption months.
Although construction is anticipated to begin by June 1, the
watermain limitations on Arlington Street dictate the project
will not be completed unti around November 1.

The Larpenteur/Jackson pro ect is primarily a sewer separation
pro�ect. The project affor s the opportunity to expand watermain
service to the east side o 35E by constructing a new line along
the Arlington Avenue corri or. Special construction techniques
of combining sewer and wa er pipes on the same piling support
system will result in co siderable cost savings in areas of
anticipated poor soils.
The Department of Public W rks feels that this is a necessary and
worthwhile pro�ect, and he Engineering recommendation is for
approval of the order.

PROJECT•
Construct a storm sewer stem, watermain, water and sewer
service connections and rec nnections, street restoration. The
area is bounded by Wheelock arkway, Cottage, Abell and Klainert.

INITIATING ACTION:
The pro�ect is part of th City of St. Paul Combined Sewer
Separation Pro�ect.
EXISTING CONDITIONS:
The pro�ect area is presentl served by a combined sewer system.
During periods of moderate to heavy rainfall, there have been
reports of sewer backups i to basements and surface flooding
problems.
All the streets within the pro�ect area have curb and gutter.
The driving surfaces are fai to good.
Some street segments within e pro�ect area have displaced curb.
However, attempts made to ad ust old curb have been unsuccessful
in the past; therefore, we are proposing to remove existing
displaced curb and construc new curb and gutter where it is
affected by sewer constructio .
PROPOSED IMPROVEMENTS:
Storm sewer construction and restoration in kind is proposed for
the right of way and easement area as follows:

SPECIAL CONSIDERATIONS:
The installation of a pipe p ralleling the existing Trout Brook
Interceptor Jackson Street Ex ension will result in the need for
acquiring an addition 10' of ermanent easement.
Water Department plans to in tall a 30" concrete and 8" ductile
iron pipe watermain parallei ng the Arlington Street 36" storm
sewer. Soil conditions dict te that the 30" watermain must be
mounted on the same piling upports as the proposed 36" storm
sewer. -
TIME SCHEDULE:
This pro�ect is identified a a "reserve" pro�ect and depending
on State and Federal funding may not be constructed until 1991.
In either case, the following sequenced would apply.
The construction of storm se er and watermain on Arlington must
be performed after September 1. The existing Arlington Street
watermain must remain opera ional until that date to provide
supply during peak summer con umption months.
Although construction is an icipated to begin by June 1, the
watermain limitations on Ar ington Street dictate the project
will not be completed until a ound November 15.

RECONIl�IENDATION•
The Larpenteur/Jackson pro�e t is primarily a sewer separation
pro�ect. The pro�ect affords the opportunity to expand watermain
service to the east side of 5E by constructing a new line along
the Arlington Avenue corrido . Special construction techniques
of combining sewer and wate pipes on the same piling support
system will result in cons derable cost savings in areas of
anticipated poor soils.
The Department of Public Work feels that this is a necessary and
worthwhile pro�ect, and the Engineering recommendation is for
approval of the order.
