On October 2 , 1989 , a City of Sai t Paul police squad driven by Reserve
Officer Margaret Bendix struck a ehicle owned and driven by claimant ,
5usan Budde, as it drove through he intersection of Englewood and Pascal .
Officer Bendix failed to see Ms . udde' s vehicle before she entered the
intersection . As a result of the impact, Ms . Budde ' s car was damaged in
the amount of $1 ,047 .00 .
