The project area is bounded on the north by Highland Parkway; on the east by Da ern Street; on the south by St. Paul Avenue; and on the west by Edgcumbe Road and Fai 'ew Avenue south of Hillcrest Avenue and by Howell Street from Hillcrest to Highland P kway. A Vicinity Map showing the location of the project, and a detailed Site Map sho ' g the project limits, are attached. INTTIATTNG ACTION: The Fairview/Montreal project is part of the C t�s CSSP Program and was idenrified in the 1984 Comprehensive Sewer Plan - Part Stormwater Management Plan. The Fairview/Montreal project is a combination o the MRB 1 and DAV 2 projects shown in the Comprehensive Sewer Plan. . EXISTTNG CONDTITONS: - The project area is presently served by a co bined sewer system. During periods of moderate to heavy rainfalls, stormwater and sanitary sewage combine to flow over a diversion structure and outlet to the Mississi pi River. Reports of sewer backups into basements and surface flooding have also bee noted in this area. 1'he following streets in the project area aze pa ed with concrete base, bituminous surface, and concrete curb: Fairview, Edgcumbe, Ho ell, Highland, Pinehurst west of Fairview, Ford, Hillcrest, Bohland, Beechwood, Saunder , Rome, and Montreal. The width of Fairview is 40 feet, Edgcumbe is 40 to 44 feet; Ford Parkway, 56 feet; Highland Parkway is 56 feet wide with a center edian; Montreal is 50 feet wide; Pinehurst, and Hillcrest Avenues and Howell Street are 30 feet wide; Beechwood, Saunders, and Rome Avenue are 27 feet wide; Bohland is 3 feeL The driving surfaces and curbs are generally in fair condition. These paved streets ave concrete sidewalks on both sides,with the following exceptions: Edgcumbe Road, w ' h has no sidewalk except on the west side 1 � .- � . � :� � �. , � � � . �. : � ���i�i� south of Howell Street; Howell Street, whic has no sidewalk except for a small area neaz Ford Parkway; and Hillcrest west of Fairvie which has no sidewalk on the south side and only half a block of sidewalk on the north. idewalks are in fair to good condition. Sunny Slope Lane has a bituminous paved s rface 28 feet wide with intemuttent sections . of concrete curb and gutter and no sidew . The surface is in fair condition. St. Paul Avenue is 76 feet wide with concret pavement and curbs, sidewalk on both sides, and a raised median, and is in fair to good c ndition. Construction in S� Paul Avenue will be limited to a right angle crossing of the w stbound lanes. Pinehurst Avenue east of Fairview Avenu is an oiled street with concrete curbs and integral sidewalks. The curb is in fair to go condition, but the oiled surface is in fair to poor condition with numerous areas of rou , uneven surface. The following streets in the project area have oiled surfaces with no curb or with intermittent sections of concrete curb: Yor " e Avenue; Hampshire Avenue; Hampshire Court; Colvin Avenue; Hilltop Lane; and M rgan Avenue. The driving surfaces on these oiled streets are in fair to poor condition. oadway widths vary, but are generally about 30 to 32 feet. Sidewalks are present on the rth side of Yorkshire Avenue from Fairview to Ha.mpshire; both sides of Yorkshire east of Hampshire; west side of the north-south segment of Hampshire; north side of Colvin ast of Hilltop Lane; and east side of Hilltop Lane. There are no sidewalks on the east-west se ent of Hampshire; Hampshire Court; Colvin west of Hilltop; and Morgan Avenue. Trees are located within the boulevard are of most of the project streets. Trees are located outside the sidewalks on Pinehurs Hillcrest, Fairview, Bohland, Beechwood, Saunders, and Rome Avenues. These stree have narrow boulevards or no boulevards. The boulevard trees are mosdy mature e , with some ash, maple, cottonwood, and weeping willows. A wooded area exists in the area east of E gcumbe Road between Colvin Avenue and Sunny Slope Lane. This is a naturally-occu g wooded area that has not been planted or cultivated. The trees are predominantly bo elders and elms, with a scattering of other species. A number of trees in this area ' be removed for sewer construction, as described elsewhere in this report. Ornamental street lights (lantern style) are in lace on Hillcrest and Pinehurst Avenues east of Fairview, and on Ford Pazkway. A storna sewer will be constructed on an ease ent in the front yard of the house at 1765 Bohland Avenue. A storm sewer will be cons cted, and a portion of an eJdsting sanitary sewer will be reconstructed, on an easement om Colvin Avenue to Sunny Slope Lane. These new sewers will replace an existing co ined sewer wluch run.s under the house at 1798 Colvin Avenue. Elimination of this sew r is desirable to avoid City liability for any future settlement or other damage to the hous , and to remove a cloud on the title of this property. This easement will be restored with od and landscape plantings, as described in subsequent paragraphs. ' The new storm sewer construction is part of long-range storm sewer project wluch will result in a sepazated storm and sanitary sew r system for the project area. The street improvements proposed would compliment th storm sewer construction. New bituminous roadways with concrete curb and gutter ar being proposed. All driveways will be reconstructed with concrete and new concrete utwalks will be constructed for each home. Boulevards will be regraded and sodded. Stre ts wluch are presently paved will be restored to the same width as existing. Streets which e presently oiled will be constructed to a width of 32 feet, with the exception of Yor hire Avenue which will be 30 feet wide to avoid tree removals. These widths aze co stent with the widths of the existing oiled � surfaces. Construction of new sewers in the easement m Colvin Avenue to Sunny Slope Lane will necessitate the removal of approximately 40 trees in the wooded hillside area north of Sunny Slope Lane. These trees include abou 30 box elders and 10 elms, typically 6 to 8 inches in diameter, and they are "volunteer" ees which were not planted or cultivated. The elm trees are mostly dead or diseased an have been marked for removal by the City Forester. The large cultivated trees in the ' tained yard at 1798 Colvin Avenue will be preserved. In addirion, a large oak tree loca ed within the easement in the wooded azea will be preserved. After the sewer constructi n is completed, the area will be sodded, and trees and shrubs will be planted to replace ose removed. The existing Wheeler Walk easement, located midway between Fairview enue and Davern Street,is 11 feet wide and has an existing combined sewer down the mi dle. Construction of a new storm sewer in Wheeler Wa1k would eliminate the need to build sewers in Beechwood and Saunders Avenues. However, there is insufficient room construct a new storm sewer in the existing easement Acquisition of additional easemen is not feasible, because houses and gazages have been constructed adjacent to the existin easemen� In addition, there are numerous large trees in and adjacent to the easement. F r these reasons the Wheeler Wallc alternate is not considered feasible. Alternatives were also considered to provide s rm sewer service to Colvin Avenue without constructing a storm sewer down the wooded ide to Sunny Slope Lane. The alternatives considered were to build a new storm sewer in Colvin Avenue, either draining north to the Edgcumbe Road storm sewer, or east to a fu e storm sewer in Davern Street. However, ' . beca.use of differences in elevation these se rs would have to be very deep. A sewer flowing north would be about 35 feet deep in Colvin Avenue near Edgcumbe, and would require a 20-foot deep sewer in the Fairview gcumbe intersection. These deep sewers would be very expensive and disruptive. A se r flowing east would be about 30 feet deep at Colvi.n and Davern, and could not be comp ted until the Davern Street storm sewer is constructed, currently programmed for 1995. or the above reasons, these alternates were not considered feasible and were dropped fro further consideration. The only other alternate is the "do nothing" alt rnate. To do nothing would be inconsistent with the City's committment to replace the co ined sewer system and elimi.nate combined ' sewer overflows to the Mississippi. In additio to do nothing would not further the City's goal of improving oiled streets. �Construction of paved streets in conjunction with sewer construction will save time, money, and incon enience later. POSITIVE BENEFTTS: With the completion of the City's sewer p oject, the chance of sewer backups into basements and surface flooding will be red ced. The likelihood of combined sewer overflows to the river will be reduced. General improvements of the public right-of-wa in conjunction with sewer construction will enhance and add quality to the neighborhood. Street oiling would be eliminated on new bituminous roadways. Improved street lightin will enhance safety in the neighborhood. 5 . � . � - - �?,��-a��-v A,DVERSE EFFECTS: Normal problems associated with constructio such as noise, dust and general disruption, will be present However, by constructing improvements at this time, future adverse � effects would be eliminated. Temporary disruption of traffic will occur. F 'ew Avenue and Edgcumbe Road will be closed to traffic for about two months, with tr c diverted to S� Paul Avenue, Cleveland Avenue, and Randolph Avenue. Temporary 1 e closures will occur on Ford Parkway. A number of trees will be removed in the hillsi e area. However, new trees will be planted to replace them. SPECIAL CONSIDERATIONS Temporary and permanent easements will be quired from three properties in the Colvin Avenue/Sunny Slope Lane area, one property n Bohland Avenue, and one property on St. � Paul Avenue. TIME SCHEDULE Construction will begin in April or May of 19 0, and should be substantially complete in November of 1990.
