Daryl Olson from the Saint Paul Police Department Vi ce Unit to Gopher Elks Lodge. We arrived at the Gopher Elks Lodge, 39 Selby Avenue, at approximately 10:20 p.m. They had a security pe son at the door. Lt. Daryl Olson identified himself as a vice offic r and me as Kris Van Horn from the License Division to this person. e then opened the door to the lower part of the building �with a key. We went to the bar where approxima ely 10 people were sitting and drink- ing. I observed a female bartende . We asked to speak to the person in charge and went to sit at a table n the area. The music from the juke box was so loud, I found it very d fficult to hear or understand what was being said. I don`t think the gentleman that i dicated he was the manager was very familiar with the operation, and i dicated that Cornelius Brown was the person that was in charge there du ing the day. We asked the manager how a person got in and were told hat you would have to be a member or purchase a guest pass for $3.00 at the door. There were bottles located behind he bar. I did not see whether they tiad names on them or not. Lt. Ols n had gone behind the bar to talk to the bartender and check out the bo tles. I stayed with the manager and tried to find out more about how a person became a member. He indicated that he thought that they were vot d in at a meeting, but he wasn't sure. The guest passes were purchased at the door for $3.00 and logged in a register that was kept upstairs. ou didn't have to be with a member in order to purchase a guest pass. Lt. Olson finished his interview a d we went upstairs to talk to the doorman. He indicated that you wo ld have to have a card or a key to get in or have a guest pass which as Iogged in a book that was kept downstairs or someplace, but he di n't have it. �- �' . r' �"�' ' /-�. ` � �, ' . ; t ,_ �I�S ��� �� Tom Weyandt - Page 2 August 24, 1989 ' Two males, approximately 45-50 ye rs old entered as we were leaving. They indicated that they knew the doorman and had to wait for him to open the door. I saw no cards sh wn and they did not have a key. We left at 11:00 p.m. On Monday at 8:00 a.m. , Cornelius Brown contacted me and I informed him that we had been observing the op ration of all the Private Clubs. He indicated that the large amount o beer in their coolers was for their bowling team. On Tuesday and Thu sday nights the club gives them free beer. He then changed it to Tues y and Friday. I asked him where they bought their liquor and he said a various liquor stores in the neighbor- hood. We don't dispute there could have been a violation by employee. However, to assure there is compliance with our present c liscense, the following guidelines will be inar�diately adopted, and followed by the Gopher Elks upon your consent, effective� 7, 198 : .�'i`'P% 1. All �ers and guest o wish to consume liquor on the premises e required to supply the Gopher Elks with th ir private liquor stock which will be se ed in a locker by the Gopher Elks and se ed to them upon request. 2. The Gopher Elks will se e and sell set-ups, including ice, juice, , water and other chasers to the patrons der our present club license. 3. Identification cards ar issued by the Gopher Elks to guests of � s free of charge. The guest(s) must be ap roved by a member of this Lodge. 4. 'I`he Gopher Elks also ag ees to comply w:ith all other relevant laws aff cting its club license. 5. In going over your corrq� aint, I find that you have been given the wro g naires of the persons that manage our club. e following names are correct: Manager: Jac Cooper; Assistant Manager: Robert Jones; Night Supervisor: Milton Milan.
