Secti 1 �
Legislative Purpose. The Minnesota S ate Legislature has adopted legislation
pertaining to the storage, handling, colle tion and processing of solid waste and
recycling of materials, including the dele ation of authority to cities�tlsllseparate
such activities, require volur.►e or weight asis of chazges, recycling g
management of the collection of major apn iances, motor vehiclue�lbctsafety, health and
oil, and separate management of yard wast . To protect the p
welfare, the Legislature and" pursuant to he Home Rule Charter by means of the
following regulations relating to solid w ste management, licensing, and standards
relating to sites and facilities relating to waste materials.
Sec ion 2
That Chapter 357 of the Saint Paul egislative Code is hereby amended in its �

WHEREAS, the Minnesota Sta e Lottery Board is currently
conducting a search for a perma ent office site; and
WHEREAS, the Minnesota Dep rtment of Administration is
currently negotiating a possibl lease for the lottery office;
and
WHEREAS, the Energy Park s'te is under consideration and
would provide space at a lower ost to the state's taxpayers and
better transportation access t an the Roseville site also under
consideration; now, therefore, be it
RESOLVED, That the City o Saint Paul and its City Council
hereby support the Energy Park site for the Minnesota Lottery
Office and Warehouse and that he appropriate representatives be
given an opportunity to negoti te a lease at a lower cost than
what is being offered at the R seville site.
