WHEREAS, the contamination o soil and water with toxic or
hazardous materials is a ser 'ous and growing impediment to real
estate development, and espe ially, redevelopment; and
WHEREAS, the risk of liabili y under federal and state law for
the clean up costs requires 'nvestors, lenders, agents, and local
governments to proceed cauti usly when considering development or
redevelopment of known or su pected contaminated sites; and
WHEREAS, federal and state " uperfunds" are intended to fill this
gap but are not funded well nough to clean up all the sites; and
WHEREAS, the City of Saint P ul has known contaminated sites,
including some in which the ontamination is still spreading,
that are beyond the reach of the Superfunds; and
WHEREAS, the City of Minneap lis introduced legislation last
session (H . F. 1761 /S. F . 1442 that sets up a "hazardous site
development fund" that will , under some circumstances, make money
available for local governme ts to borrow to help cover clean up
costs;
NOW THEREFORE BE IT RESOLVED that the City of Saint Paul support
H . F. 1761/S. F. 1442 , establi hing a "hazardous site development
fund. "
