WHEREAS, the 15 year Riverf ont Development plan, adopted by the
City Council in November, 1 87 , recommends developing pedestrian
promenades along the riverf ont; and
WHEREAS, the 1981 Corps of ngineers Feasibility Report
recommends raising the pres nt levee and floodwall level by four
feet; and
WHEREAS, the City must coor inate its improvement efforts with
the Corps of Engineers floo control project; and
WHEREAS, the development of a pedestrian promenade or esplanade
is a necessary component of improvement efforts to assure that
the riverfront can be marke ed to the private sector and to
ensure a sufficient tax inc ement for debt servicing on bonds
that have been sold; and
WHEREAS, funding for the ri erfront development program must come
from a combination of feder 1 , state, and local sources, and the
City and Federal Government have provided for significant
portions of the project; an
WHEREAS, state funds are an appropriate source because of the
esplanade's importance to t e use of and enjoyment of the
Mississippi River, a state nd national resource, and the
esplanade will extend the s ate and regional trail system,
enhance the state-mandated ississippi River Critical Area, and
be an asset to the Mississi pi National River and Recreation
Area.

THEREFORE, BE IT RESOLVED, t at the City of Saint Paul supports a
state legislative capital fu ding request in the amount of $7 . 5
million for the construction of an esplanade along the
riverfront.
FURTHER BE IT RESOLVED, that the City of Saint Paul directs its
lobbying staff to pursue fed ral funding and other sources for
the remaining $7 . 5 million n eded to construct the esplanade
along the riverfront.
