WHEREAS, the City of St. Paul has committed to a war on
prostitution which has result d in the arrest of more than 1 , 673
prostitutes and johns since 1 86 ; and
WHEREAS, an inordinate amoun of police time and other resources
has been expended in this ef ort; and
WHEREAS, the City' s authorit ends with the apprehension of
prostitutes and johns and th county's authority begins with
adjudication and rehabilitat on; and
WHEREAS, to more effectively curb problems involving prostitution
in residential neighborhoods more emphasis must be placed on
discouraging the demand for rostitution; and
WHEREAS, The Attorney Genera ' s Working Group on the Regulation
of Sexually Oriented Busines es recently recommended that:
The legislature should a end the present forfeiture statute
to include as grounds f r forfeiture all felonies and gross
misdemeanors pertaining to solicitation, inducement,
promotion or receiving rofit from prostitution and operation
