WHEREAS, in 1985 the State a d Federal Governments and the Cities
of Saint Paul , Minneapolis, nd South Saint Paul established a
program and funding partners ip to eliminate combined sewer
overflow (CSO) into the Mississippi River; and
WHEREAS a ten-year deadline as established for the project; and
WHEREAS, the sewer separatio program is a worthwhile and
necessary endeavor to ensure a cleaner and more usable river and
to satisfy EPA requirements; and
WHEREAS, significant progres toward the program' s goals has
already been made; and
WHEREAS, the federal portion of the funding has been reduced for
1989 and 1990 and eliminated for subsequent years; and
WHEREAS, the State and the City have already shown a great
commitment to the program, d the budget shortfall will
seriously threaten the proje t.
THEREFORE, BE IT RESOLVED, at the City of Saint Paul supports
an increase in state funding for the Combined Sewer Separation
Program to cover the decrea s in the federal contributions,
while maintaining the state ortion agreed to in the original
financing agreement and taking into account annual inflationary
increases.
