WEIEREAS, In adopting the 1989 budget for C' ic Organization Contributions (09100), the
City Council identified CDBG dollars as i tended financing for new, contingency,
CDBG eligible projects that might be iden ified during 1989; and
WHEREAS, The Indochinese Food Bank (IFB) s being established to serve the needs of the
Indochinese people in Saint Paul, includi g Cambodian, Hmong, Laotian and Vietnamese
populations; and
WHEREAS, funds allocated to the IFB will llow the IFB to begin operating this program �
as soon as possible, and serve as a finan ial base for further fundraising efforts
of the IFB; and
WHEREAS, there is $8,217 of unclaimed con ingenciy funds in the 1989 budget of the Civic
Organization Contribution Activity; and
WHEREAS, this amount is sufficient for th IFB to commence operations for one month; and
WHEREAS, the IFB has indicated a willingn ss to comply with all CDBG requirements; and
WHEREAS, Spending and financing authority were never budgeted for the CDBG portion of
contracts with contingency identified pro ects, and
WHEREAS: the Mayor, pursuant to Section 1 .07.1 of the City Charter, does certify that there
are available for appropriation revenues n excess of those estimated in the 1989 budget and
WHEREAS, the Mayor recommends the followi g changes to the 1989 budget:
